BACKGROUND: Transportation Services has received a number of requests to review the existing traffic control at the intersection of Bridlewreath Street and Mount Laurel Crescent/Donnewerth Drive. The request cited concerns with poor sightlines of vehicles approaching Mount Laurel Crescent on Bridlewreath Street. These concerns are further exasperated by the downslope of Bridlewreath Street as it approaches Mount Laurel Crescent. It was requested that an all-way stop be considered to control traffic at this intersection. REPORT: According to the City of Kitchener's Official Plan, Bridlewreath Street, Mount Laurel Crescent and Donnewerth Drive are all designated as local roadways. At present time, traffic on Mount Laurel Crescent/Donnewerth Drive stops and yields right of way to traffic on Bridlewreath Street. In response to the request, a traffic study was conducted for the intersection of Bridlewreath Street and Mount Laurel Crescent/Donnewerth Drive on October 17, 2013. The results of the study were compared to the City of Kitchener's all-way stop warrant requirements. These requirements are a set of guidelines based on the all- way stop warrants established by the Ministry of Transportation of Ontario and the Institute of Transportation Engineers. The results are as follows: 4 - 1 All-Way Stop Warrant Analysis Bridlewreath Street at Mount Laurel Crescent/Donnewerth Drive Warrant Factors - "4-Leg" Intersection Results Warrant Met The total vehicle volume on all intersection approaches averages 250 123 NO vehicles per hour for each of any eight hours of the day, and The volume split does not exceed 65/35 59/41 YES for a four-way control for the same hour, or Collisions within a 12 month period averaged over 36 consecutive months 0.67 per year NO susceptible to correction by an All Way (Warrant Value=4) Stop All-Way Stop Warranted NO As the results indicate above, this intersection does not meet the warrant for an all-way stop based on traffic volumes. Bridlewreath Street runs in an east/west direction, with Mount Laurel Crescent serving as the north approach to this four-legged intersection. Bridlewreath Street runs downhill as it approaches Mount Laurel Crescent/Donnewerth Drive as well as curving slightly prior to the intersection. Based upon the characteristics of Bridlewreath Street at this intersection, Transportation Services staff measured sight lines for traffic accessing Bridlewreath Street from Mount Laurel Crescent. The Geometric Design Guide for Canadian Roads recommends a minimum of 75 meters of stopping sight distance for roadways similar to Bridlewreath Street. Measurements taken from Mount Laurel Crescent indicate that 65 meters of visibility is provided on Bridlewreath Street. Therefore, sight lines at the intersection are insufficient, creating safety concerns for pedestrian and vehicular traffic. With the installation of an all-way stop, traffic would be forced to stop at all legs of the intersection and visibility constraints should no longer be a concern. Resultantly, based on the geometrics of Bridlewreath Street at this intersection and in the interest of pedestrian and traffic safety, Transportation Services is recommending that an all-way stop be installed at the intersection of Bridlewreath Street and Mount Laurel Crescent/Donnewerth Drive. 4 - 2 ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. "Work with partners, including all orders of government, to create a culture of safety in our community." By working with the neighbourhood, traffic control concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for the installation of an all-way stop at Bridlewreath Street and Mount Laurel Crescent/Donnewearth Drive is $1,300, including materials and installation and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM — This report has been posted to the City's website with the agenda in advance of the council / committee meeting. CONSULT — This recommendation has been communicated with the local Ward Councillor.
