BACKGROUND: Transportation Services has received a request to review the existing traffic control at the intersection of Country Hill Drive and Century Hill Drive. The request cited concerns with poor sightlines of vehicles approaching Country Hill Drive as they manoeuver through the curved section of Century Hill Drive. It was requested that an all-way stop be considered to control traffic at this intersection. REPORT: According to the City of Kitchener's Official Plan, Country Hill Drive and Century Hill Drive between Country Hill Drive and Bleams Road are designated as Minor Neighbourhood Collector Streets, while Century Hill Drive between Country Hill Drive and Old Country Drive is designated as a local street. At present time, traffic on Country Hill Drive stops and yields right of way to traffic on Century Hill Drive. In response to the request, a traffic study was conducted for the intersection of Country Hill Drive and Century Hill Drive on October 8, 2014. The results of the study were compared to the City of Kitchener's all-way stop warrant requirements. These requirements are a set of guidelines based on the all-way stop warrants established by the Ministry of Transportation of Ontario and the Institute of Transportation Engineers. The results are as follows- 5 - 1 All-Way Stop Warrant Analysis Country Hill Drive at Century Hill Drive Warrant Factors - "3-Leg" Intersection Results Warrant Met The total vehicle volume on all intersection approaches averages 250 247 NO vehicles per hour for each of any eight hours of the day, and The volume split does not exceed 75/25 69/31 YES for a four-way control for the same hour, or Collisions within a 12 month period averaged over 36 consecutive months 0.67 per year NO susceptible to correction by an All Way (Warrant Value=4) Stop All-Way Stop Warranted NO As the results indicate above, this intersection does not meet the warrant for an all-way stop based on traffic volumes, however, the warrant is extremely close to being met. Upon further investigation into this intersection, a previous traffic study was conducted at this intersection on June 1, 2010. The results are as follows: Warrant Factors - "3-Leg" Intersection Results Warrant Met The total vehicle volume on all intersection approaches averages 250 262 YES vehicles per hour for each of any eight hours of the day, and The volume split does not exceed 75/25 70/30 YES for a four-way control for the same hour, or Collisions within a 12 month period averaged over 36 consecutive months 0.0 per year NO susceptible to correction by an All Way (Warrant Value=4) Stop All-Way Stop Warranted YES As the results indicate above, this intersection has met the warrant requirements in the past. While the traffic study conducted in 2014 did not meet the warrant, the results are very similar to the 2010 traffic study and are extremely close to warranting an all-way stop. 5 - 2 Based on the results of the 2010 traffic study warranting an all-way stop, and the 2014 traffic study replicating similar results, Transportation Services is recommending that an all-way stop be installed at the intersection of Country Hill Drive and Century Hill Drive. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. "Work with partners, including all orders of government, to create a culture of safety in our community." By working with the neighbourhood, traffic control concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for the installation of an all-way stop at Country Hill Drive and Century Hill Drive is $1,300, including materials and installation and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM — This report has been posted to the City's website with the agenda in advance of the council / committee meeting. CONSULT — This recommendation has been communicated with the local Ward Councillor.
