WARD(S) INVOLVED: Ward 4
DATE OF REPORT: November 6, 2014
REPORT NO.: INS-14-095
SUBJECT: On-street Parking Regulations —Amherst Drive
RECOMMENDATION:
That parking be prohibited Monday to Friday, 8 a.m. to 4 p.m., on both sides of
Amherst Drive between Pinnacle Drive and Durham Street.; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Amherst Drive is a local road with residential land use on either side of the right-of-way.
The majority of households accommodate Conestoga College students. In response to
a resident request, on-street parking regulations will have to be reviewed.
REPORT:
Currently, on-street parking is prohibited Monday to Friday, 8 a.m. to 5 p.m., on both
sides of Amherst Drive between Pinnacle Drive and Durham Street, as outlined in the
City of Kitchener Uniform Traffic By-law No. 2007-138.
Transportation Services has received a request to review the existing parking
regulations on Amherst Drive. The request cited concerns regarding consistency of
parking prohibitions in the area and recommended this change to align Amherst Drive
with other roads surrounding Conestoga College. Other roads in this area prohibit
parking Monday to Friday between 8 a.m. and 4 p.m..
Residents in the immediate area were surveyed on this proposed parking regulation
change in October 2014. The results of the survey are as follows-
6 - 1
8 responses in favour of PROPOSAL A: Prohibit on street parking at anytime on the west
side (even number) of Amherst Drive from Vanier
Drive to a point 105 metres north thereof.
1 responses in favour of PROPOSAL B: Leave existing on-street parking as is.
9 responses received in total (out of 32— 28% responded)
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners,
including all orders of government, to create a culture of safety in our community." By
working with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $1500 and will be taken
from the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM — This report has been posted to the City's website with the agenda in
advance of the council / committee meeting.
CONSULT - Residents were advised regarding this proposed parking regulation change
through a mail out sent in October 2014. In total, nine responses were received.
