Withdrawal of Heritage Permit Applications for Demolition and
New Construction at 1094 Doon Village Road and 1112 Doon
Village Road
RECOMMENDATION:

EXECUTIVE SUMMARY:
The applicants have withdrawn their Heritage Permit Applications to demolish and construct
single detached dwellings at 1094 Doon Village Road and 1112 Doon Village Road. A decision
of Council is no longer required.
BACKGROUND:
Community Services Department reports CSD -14 -106 and CSD -14 -111 regarding Heritage
Permit Applications HPA- 2014 -027 and HPA- 2014 -029 which proposed to demolish the existing
single detached dwelling and construct a new single detached dwelling at 1094 Doon Village
Road were deferred by Council on November 17, 2014.
Community Services Department reports CSD -14 -112 regarding Heritage Permit Applications
HPA- 2014 -V -026 and HPA- 2014 -V -030 which proposed to demolish the existing single
detached dwelling and construct a new single detached dwelling at 1112 Doon Village Road
were deferred by Council on November 17, 2014.
The purpose of the Council deferrals was to encourage the applicant to work with staff to revise
the elevations for the proposed new single detached dwellings in order to respond to the
comments and concerns raised by Heritage Kitchener, residents of Upper Doon and Council.
REPORT:
Following the November 17th Council meeting, Heritage Planning staff prepared a summary of
the comments and concerns raised by Heritage Kitchener, residents of Upper Doon and

Council. This summary was shared with the applicants and they were encouraged to consider
revisions to their elevations for the proposed new single detached dwellings. The applicants
submitted revised elevations responding to some of the comments and concerns on December
2nd and 3rd. The revised elevations primarily responded to comments and concerns regarding
the mass of the house and the overall square footage.
Heritage Planning staff reviewed the revised elevations and determined that some of the
revisions were not consistent with the policies of the Upper Doon Heritage Conservation District
Plan. The revisions that were not consistent with the policies included: the decision to construct
two houses of the same architectural style and design; and, the overall mass of the attached
breezeway and garage in terms of width and height. The applicants were advised that changes
were required in order for Heritage Planning staff to recommend approval of the revised
elevation. The applicants were also encouraged to consider additional changes to respond to
the comments from Heritage Kitchener, residents of Upper Doon and Council.
On December 8th the applicants advised that they no longer wish to pursue the proposed
demolition and construction. The applicants advised staff in writing that their applications are
withdrawn. As a result, a decision of Council is not required at this time. As the properties are
still for sale, Heritage Planning staff anticipate that additional inquiries and applications to
demolish and construct new single detached dwellings may be received in the future.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The processing of Heritage Permit Applications supports the Quality of Life Community Priority
of the City of Kitchener Strategic Plan by helping conserve the community's unique heritage and
promoting culture as both an economic drive and a central element of a healthy community.
Heritage Permit Applications also support the Development Community Priority to honour and
protect our heritage.
