SUBJECT: P14 -040 Emergency Service Providers
RECOMMENDATION:
That Proposal P14 -040 Emergency Service Providers, be awarded to Paul Davis Systems
of Kitchener — Waterloo Inc., Kitchener, Ontario, at their proposed unit prices, for three(3)
years, with an option to renew for two (2) additional one -year terms, subject to mutual
agreement.
BACKGROUND:
From time to time, the City requires the services of a firm to secure a facility and /or mitigate
damages resulting from things such as fires, floods, storm damage, vandalism, etc.
The objective of the emergency services provider(s) is to work collaboratively with City
Representatives to alleviate the emergency and create a safe environment.
In the case of an emergency, a City Representative will contact the emergency services
provider(s) to advise them of an emergency location. The City Representative is authorized to
undertake whatever steps are necessary to alleviate the emergency, and to mitigate damages.
The services include but are not limited to correcting the emergency and preventing further loss
or damage.
REPORT:
This Proposal was advertised publicly on the City of Kitchener website and the Internet through
the Ontario Public Buyers Electronic Tendering Information System. Proposal documents were
downloaded by twelve (12) interested parties, and by the closing date of Friday May 3, 2014,
three (3) proposals had been received.
A Proposal Review Committee was established consisting of: T. Ruggle, Chief Fire Prevention
Officer, M. Seiling, Director of Building /CBO, W. Black, Claims & Loss Control Inspector, A.

Brand, Risk & Claims Analyst, J. Edmondson, Manager of Facilities Management, D. Locke,
Manager of Sewers, Traffic & Operational Support, S. Ogilvie, Manager of Health & Safety, and
R. Kruppa, Buyer.
The Review Committee unanimously elected to award the proposal to Paul Davis Systems of
Kitchener —Waterloo Inc.
The following proposals were received:

First Response Restorations Inc. Kitchener ON
The primary hourly rate has decreased 5% over the previous contract.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Theme: Financial Management
Strategic Direction: Ensure responsible use of public funds within a supportive policy
framework.
The City of Kitchener's purchasing policies and practices ensure openness, fairness and
transparency in the procurement of goods and services.
FINANCIAL IMPLICATIONS:
Costs for these services will be covered by the building insurance for the affected property or
will be added to the property tax roll.
COMMUNITY ENGAGEMENT:
INFORM - Potential vendors are informed of bid opportunities through the public posting of bid
documents as outlined in the City's Purchasing By -Law. Vendors, local media and the general
public are informed of purchasing recommendations to Council through the public reports which
are included with the Council agenda the week prior to the Council meeting.
