SUBJECT: T14 -093 New Dundee Road (Dodge Drive to Robert Ferrie Drive)
Sanitary System, Sanitary Forcemain and Watermain Installation
RECOMMENDATION:
That Tender T14 -093 New Dundee Road (Dodge Drive to Robert Ferrie Drive) Sanitary
System, Sanitary Forcemain and Watermain Installation be awarded to Regional Sewer
and Watermain Ltd., Cambridge, Ontario at their tendered price of $4,166,626.90,
including provisional items and contingencies of $126,200., plus H.S.T. of $541,661.50,
for a total of $4,708,288.40.
BACKGROUND:
Engineering Services is proceeding with the construction of the New Dundee Road Sanitary
Sewer, between Robert Ferrie Drive and Dodge Drive. The new sanitary sewer and all
restoration associated with it will be fully funded by the developer (Monarch Corporation). This
tender includes ancillary linear works necessary for the full servicing of the new Doon South
Sanitary Pumping Station including the new forcemain main and watermain located within the
road right of way. These ancillary linear works are funded through an existing Council approved
Financial agreement between the City and Monarch Corporation.
The administration, design and tendering of this project has been completed, the construction
administration and inspection of this project will be completed by MMM Group Limited.
REPORT:
Tenders were advertised publicly in the Daily Commercial News, on the City of Kitchener
Website and the Internet through the Ontario Public Buyers Electronic Tendering Information
System. Documents were picked up by twenty -five (25) interested parties, and by the closing
date of Tuesday December 2, 2014, eight (8) tenders were received.

The tenders were reviewed by M. Betkova, MMM Group Limited, the City's Consultant for the
project, and C. Spere, Manager, Engineering Construction who concur with the above
recommendation.

FINANCIAL IMPLICATIONS:
In addition to the costs anticipated in this tender, the design and implementation of these types of projects
typically involves city staff and resources from across the corporation. These costs are included in the line
item "Projected Costs: Staff Time /Permitting /Material testing ", and will be itemized when they exceed
$125,000. Included in this line item are staff time and expenses for all city staff in support of the project
such as Engineering, Kitchener Utilities, and Transportation Planning. The line item also includes all
regulatory permitting, geotechnical and material testing, detouring and traffic control, alternate access and
parking requirements and any other miscellaneous costs. Projects utilizing in -house staff will include
costs for inspection during construction and contract administration.
The net cost for this tender (A), is fair and reasonable for a purchase of this scope and the upset limit is
within the budget allowance (B) provided within the budget. Funding for this purchase is included within
the approved financial agreement with Monarch Corporation. There is estimated to be no surplus /(deficit)
(E).
