SUBJECT: Nominating Committee – Appointments to Advisory Committees
(2014-2016)

RECOMMENDATION:
That the list of recommended candidates for 2014-2016 Advisory Committee vacancies
be approved, as attached to staff report FCS-14-178 in Appendix “A”; and further,
That staff be directed to undertake a targeted recruitment to fill remaining vacancies on
the Downtown Action and Advisory Committee, and Heritage Kitchener.
BACKGROUND:
After every municipal election, appointments to advisory committees, boards and special
committees are made by the Striking Committee based on the recommendations of the
Nominating Committee (the Committee). Appointments vary in length from 1 to 4 years
depending on the committee/board.
In April 2014,Council passed a resolution appointing five (5) members, or their designates, to
the Nominating Committee for a two-year term as follows:
K-W Community Foundation (Director of Philanthropic Services),
K-W Multicultural Centre (Executive Director),
K-W United Way (Chief Executive Officer),
Capacity Waterloo Region (Executive Director), and
.
Greater K-W Chamber of Commerce (President/Chief Executive Officer)
The rationale for this was that such individuals would have experience with governance and
recruiting, and would have a broad community perspective which would aid in selecting
members for the Advisory Committees.
The Nominating Committee’s mandate is to assess applicants for the Advisory Committees of
Council and to present Council with a list of recommendedcandidates for each committee.
REPORT:
Recruitment took place over a 3-week span at the beginning of September using various means
including the Kitchener Post, the Kitchener Citizen, radio, a poster campaign, social media, and
the City’s website. Current members of the advisory committees were also encouraged to re-
apply.
The Nominating Committee met on two separate occasions in early October to review
applications received for the following City advisory committees:
Arts and Culture Advisory Committee;
Compass Kitchener;
Cycling and Trails Advisory Committee;
Downtown Action and Advisory Committee;
Environmental Committee;
Heritage Kitchener; and,
Safe and Healthy Community Advisory Committee.
Supported by Christine Tarling, Director of Legislated Services/City Clerk and Linda Korabo,
Executive Assistant/Committee Administrator, the Committee reviewed 130+ applications
considering the Terms of Reference for each advisory committee as well as the following to
determine the best fit for applicants:

choice of committee, wherever possible;
1) The applicant’s 1
2) Applicants’ expertise and interest as outlined in the application;
3) A mix of returning members and new members to support succession planning and
continuity within the Committee; and,
4) The application of a “diversity lens” to increase diversity on each committee to more
accurately reflect the makeup of the community.
The Nominating Committee was challenged to fill all vacancies for the Downtown Action and
Advisory Committee and Heritage Kitchener. In these instances, the Nominating Committee
recommends staff be directed to undertake targeted recruiting to fill these vacancies.
A listing of applicants for each advisory committee is presented as a suggested slate for
Council’s consideration and is attached as Appendix ‘A’. Also attached is Appendix ‘B’ which is
a listing of applicants not designated to an advisory committee.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Quality of life – A city where everyone has a place.
Diversity – Offer ample opportunities for inclusion.
Citizen engagement.
FINANCIAL IMPLICATIONS:
None at this time. Advertising for the advisory committees is contained with the operational
budget of Legislated Services. The Nominating Committee is a volunteer committee.
COMMUNITY ENGAGEMENT:
INFORM – This report has been posted to the City’s website with the agenda in advance of the
council / committee meeting.
COLLABORATE – The Nominating Committee is comprised of citizens who provide direct
advice and recommendations regarding the composition of the City’s advisory committees. The
members of the various advisory committees also provide advice and recommendations to
Council and, in this way, partner with the City in the decision-making process.
