JANUARY 5, 2015 CITY OF KITCHENER
A special meeting of City Council was held at 4:25 p.m. this date, chaired by Mayor B. Vrbanovic with
all members present except Councillor S. Marsh.
Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant
to Chapter 25 (Council Procedure) of the Municipal Code.
1. CAO -15 -001 —ARTS AND CULTURE SUSTAINABILITY FUND 2015
Council considered Chief Administrator's Office report CAO -15 -001 (S. Di Donato), dated December
15, 2014, recommending pre- budget approval for allocations from the Arts and Culture Sustainability
Fund to ensure cash flow to the three pillar arts and culture organizations will continue uninterrupted
despite budget delays associated with the recent municipal election. Ms. S. Di Donato, Manager of
Arts & Culture, reviewed the report.
In response to questions, Ms. Di Donato clarified the terms "emerging" and "mid- career" organizations
were intended to be reflective of all arts groups that are not classified as one of the City's three pillar
arts and culture organizations. She acknowledged the terminology could be revised to state "mid-
size" as opposed to "mid- career."
In reference to the chart on page 1 -3 of the staff report, Council requested additional information as to
whether the $20,000. identified as being held by the City in 2010 was still available to be allocated.
Questions were raised regarding the $39,400 sustainability funding administered by the Creative
Enterprise Initiative (CEI). It was requested that additional details be provided as to how the CEI flow -
through has been utilized.
A complete list of funding allocated to arts and culture was requested to be provided prior to the
January 19, 2015 Community and Infrastructure Services Committee meeting, at which time a report
is scheduled to be considered on the Tier 1 Community Grants. Mr. M. May, Deputy CAO —
Community Services, spoke to the considerable amount of staff time that would be needed to compile
the requested information, adding that while staff would endeavour to accommodate this request by
January 19, 2015, it would be more likely that it could be provided by Final Budget deliberations on
February 23, 2015.
Ms. Linda Fabi, THEMUSEUM, addressed Council in support of the requested allocation of $120,000
to her organization from the Arts and Culture Sustainability Fund in advance of the 2015 Final Budget
deliberations. She indicated her organization's current cash flow is very limited and noted
THEMUSEUM is underfunded in comparison to other museums in Ontario.
Ms. Shirley Madill, Kitchener - Waterloo Art Gallery, addressed Council in support of the requested
allocation of $40,000 to her organization from the Arts and Culture Sustainability Fund in advance of
the 2015 Final Budget deliberations. Responding to questions, she reviewed the Art Gallery's
financial statements providing information regarding the various expenditures that have been incurred
by her organization.
Messrs. Andrew Bennett and Chris Sharpe, Kitchener Waterloo Symphony, addressed Council in
support of the requested allocation of $40,000 to their organization from the Arts and Culture
Sustainability Fund in advance of the 2015 Final Budget deliberations. Mr. Bennett advised the
variation in ticket sales from 2013 to 2014 is not an indication of a reduction in public interest; but
rather, the number of concerts that were held in each year.
A motion was brought forward by Councillor S. Davey, seconded by Councillor B. Ioannidis, to
approve the recommendation contained in Report CAO -15 -001, save and except for the allocation to
THEMUSEUM, consideration of which would be deferred to the January 19, 2015 special Council
meeting.
On motion, an amendment was brought forward by Councillor J. Gazzola, seconded by Councillor Z.
Janecki, to also defer consideration of the funding allocations for the Kitchener - Waterloo Art Gallery
and the Kitchener Waterloo Symphony to the January 19, 2015 special Council meeting.
Councillor Gazzola's amendment was voted on and was LOST on a recorded vote with Councillors J.
Gazzola, Z. Janecki and Y. Fernandes voting in favour; and Mayor B. Vrbanovic and Councillors B.

opposition. Councillor S. Marsh was not in attendance and accordingly did not vote.
Councillor Gazzola requested that the motion be voted on clause by clause.
