SUBJECT: P14 -099 Plumbing Services
RECOMMENDATION:
That Proposal P14 -099, Plumbing Services, be awarded to Dave Hurst Plumbing &
Heating Inc., Kitchener, Ontario, and Nelco Mechanical Limited, Kitchener, Ontario, at
their proposed rates, for a one (1) year period, with an option to renew for two (2)
additional one (1) year terms.
BACKGROUND:
This proposal is based on fixed hourly and material rates and on the contractors' capacity to
service the City. Actual spend will depend on the level of activity throughout the term of the
contract.
The City retains two (2) plumbing contractors to provide services where staff does not have the
capacity or where work requires special equipment or certifications.
The average annual spend over the past three (3) years was $80,784.
REPORT:
The Proposal was advertised publicly on the City of Kitchener website and the Internet through
the Ontario Public Buyers Electronic Tendering Information System. Documents were
downloaded by twelve (12) interested parties, and by the closing date of Friday November 28,
2014, four (4) tenders had been received.
The following tenders were received:

The proposals were rated on the following criteria:
• Labour
• Equipment and materials
• Company capacity
• Response times
• Warranty
The price for service has increased 3.5% from the previous contract.
The proposal was reviewed by J. Edmondson, Manager Facilities Management, who concurs
with the above recommendation.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Theme: Financial Management
Strategic Direction: Ensure responsible use of public funds within a supportive policy
framework.
The City of Kitchener's purchasing policies and practices ensure openness, fairness and
transparency in the procurement of goods and services.
FINANCIAL IMPLICATIONS:
Plumbing services is an on -going maintenance, repair and operational requirement with funding
provided from various operational accounts.
COMMUNITY ENGAGEMENT:
INFORM - Potential vendors are informed of bid opportunities through the public posting of bid
documents as outlined in the City's Purchasing By -Law. Vendors, local media and the general
public are informed of purchasing recommendations to Council through the public reports which
are included with the Council agenda the week prior to the Council meeting.
