SUBJECT: T14 -112 Picnic Structure — Kiwanis Park
RECOMMENDATION:
That Tender T14 -112 Picnic Structure — Kiwanis Park, be awarded to Dakon Construction
Ltd., Waterloo, Ontario at their tendered price of $176,319., plus H.S.T. of $22,921.47, for a
total of $199,240.47.
BACKGROUND:
Kiwanis Park currently has 2 picnic shelters that are heavily used during the June — September
season. These are bookable spaces that rental groups use for picnicking and social gatherings.
A new larger shelter has been planned for a decade as outlined in the Kiwanis Park Strategic
Plan to add to the needs for this popular park. This shelter will hold between 80 -100 guests,
provide electricity to their event, allow the event to occur in inclement weather and provide
space for the many camps that enjoy the park daily.
REPORT:
Tenders were advertised publicly on the City of Kitchener website and the Internet through the
Ontario Public Buyers Electronic Tendering Information System. Documents were picked up by
thirty -seven (37) interested parties, and by the closing date of Thursday November 27, 2014,
seven (7) tenders had been received.
The tenders were reviewed by D. Hanby, Supervisor, Facilities Management, and D. Keelan,
Manager, Aquatics & Athletics who concur with the above recommendation.

The upset limit is not covered by the current budget allowance (B) and will require advance
approval of a portion of the 2015 capital budget funding.
