BACKGROUND: In 2012, the City of Kitchener engaged the community surrounding Knollwood Park regarding a park rehabilitation project, scheduled and completed in 2013. Through the consultation process the local neighbourhood association of the Auditorium planning community expressed a desire for a shade structure to provide an outdoor meeting venue and become a node within the park. Introducing a shade structure was well beyond the scope of the park rehabilitation budget and atypical of neighbourhood park developments. As a result the proposal was deferred until proper funding was available. In early 2014, through local fundraising ($12,000), grants through the City of Kitchener (Festival of Neighbourhoods ($10,000) and the Kitchener Rangers ($25,000), the Auditorium Neighbourhood Association was able to establish a budget of $47,000 for the construction of a pavilion. The pavilion was designed by an architect local to the neighbourhood to meet City of Kitchener standards and project to the above budget. The quotations were reviewed by Mark Parris, Landscape Architect and Dave Thompson, Architect, who concur with this recommendation. REPORT: Quotations were advertised publicly on the City of Kitchener website. Documents were downloaded by seventeen (17) interested parties and by the closing date of Friday August 15, 2014, five (5) quotations had been received. 1xi. - 1 The following quotations were received: Bid Price (incl. HST) Talford Contracting & Construction Freelton ON $ 62,573.25 Dakon Construction Ltd. Waterloo ON $ 65,201.00 Sax Construction Inc. Kitchener ON $ 69,269.00 KMA Contracting Inc. Guelph ON $ 84,687.85 Beitz Construction Innovation Guelph ON $111,621.40 The low bid submitted by Talford Contracting & Construction, failed to provide all of the quotation requirements and was therefore deemed non - compliant and rejected based on the following areas: 1. The bid did not provide the working days in which they would agree to commence work or the number of working days in which they would complete the work. 2. The bid did not provide an alternate price on Endicott Medium Ironspot #6 Modular brick, as requested. 3. The bid did not provide a list of sub - contractors. The second low bidder, Dakon Construction, was contacted to negotiate and establish a price within the Neighbourhood Association's budget. The result was an agreement amongst the City, design architect and Dakon Construction to replace all proposed masonry work with structural steel columns resulting in an adjusted bid price of $51,550.60 (including HST). The City of Kitchener's purchasing policies and practices ensure openness, fairness and transparency in the procurement of goods and services. 1xi. -2 FINANCIAL IMPLICATIONS: The net cost for this tender (A), is fair and reasonable for a project of this scope and the upset limit is within the budget allowance (B) provided within the budget. Funding for this project has been raised by the Neighbourhood Association. The estimated surplus (D) will remain in the account for future use by the Neighbourhood Association.
