SUBJECT: Nominating Committee — Appointments to Heritage Kitchener
(2014 -2016)
RECOMMENDATION:
That the list of recommended candidates for 2014 -2016 Heritage Kitchener vacancies be
approved, as attached to staff report FCS -15 -012 in Appendix `A'.
BACKGROUND:
In April 2014, Council passed a resolution appointing five (5) members, or their designates, to
the Nominating Committee (the Committee) for a two -year term as follows:
• K -W Community Foundation (Director of Philanthropic Services),
• K -W Multicultural Centre (Executive Director),
• K -W United Way (Chief Executive Officer),
• Capacity Waterloo Region (Executive Director), and
• Greater K -W Chamber of Commerce (President/Chief Executive Officer).
The Committee's mandate is to assess applicants for the Advisory Committees of Council and
to present Council with a list of recommended candidates for appointment to each committee.
On December 1, 2014, Council appointed members to the various Advisory Committees for
2014 -2016 based on the Committee's recommendations. At that time, the Committee had
identified challenges in filling all the vacancies on Heritage Kitchener and recommended a
targeted recruitment to fill those vacancies as follows:
• 1 — At -large (the individual originally appointed has since resigned)
• 1 — Planner
• 1 — Conservator
• 1 — Building industry representative
• 1 — Landscape specialist
• 1 representative — Civic Centre Heritage Conservation District

• 1 representative — St. Mary's Heritage Conservation District
• 1 representative — Upper Doon Heritage Conservation District
REPORT:
Recruitment for the above -noted positions took place from December 10 to 31, 2014 using the
City's website and social media. In addition, staff approached industry - related professionals
including the Waterloo Regional Homebuilders, planning and landscape architecture
companies, and conservators in the area.
Once again supported by Christine Tarling, Director of Legislated Services /City Clerk and Linda
Korabo, Executive Assistant/Committee Administrator, the Committee reviewed the ten (10)
applications received and put forward their selections considering the Terms of Reference for
Heritage Kitchener and the specific sectors to be filled as well as:
1) Applicants' expertise and experience as outlined in their application; and,
2) The application of a "diversity lens" to increase diversity on Heritage Kitchener
committee to more accurately reflect the makeup of the community.
One applicant was not eligible for consideration as the individual does not work, live or own
property in the City of Kitchener.
A listing of applicants for the vacancies on Heritage Kitchener is presented as a suggested slate
for Council's consideration as well as a listing of applicants not designated to Heritage Kitchener
and is attached as Appendix W. It should be noted that even with this second recruitment
initiative, some vacancies still remain in the sectors of Planner, Conservator, and the St. Mary's
and Upper Doon Heritage Conservation Districts. Despite the vacancies, the additional slate of
recommended candidates does provide Heritage Kitchener with sufficient members to move
forward with quorum.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Quality of life — A city where everyone has a place.
Diversity — Offer ample opportunities for inclusion.
Citizen engagement.
FINANCIAL IMPLICATIONS:
None at this time. Advertising for the advisory committees is contained with the operational
budget of Legislated Services. The Nominating Committee is a volunteer committee.
COMMUNITY ENGAGEMENT:
INFORM — This report has been posted to the City's website with the agenda in advance of the
council / committee meeting.
CONSULT — Staff consulted with various professionals in industry - related sectors to encourage
applications to Heritage Kitchener.
COLLABORATE — The Nominating Committee is comprised of citizens who provide direct
advice and recommendations regarding the composition of the City's advisory committees. The
members of the various advisory committees also provide advice and recommendations to
Council and, in this way, partner with the City in the decision - making process.

Special Note
Ms. Amanda Hooykaas originally applied for Heritage Kitchener and was selected by
Council for an at -large position. Ms. Hooykaas since resigned from her position (letter
of resignation is attached) and did not reapply during the second recruitment period.
After the application period closed, Ms. Hooykaas indicated she would like to rescind
her resignation. In the interest of being fair and consistent with the application process,
and given the application period had already closed and there were other applicants for
the at -large position, the Committee has not considered her as an applicant.
