HomeMy WebLinkAboutCouncil - 2015-01-19 SSPECIAL COUNCIL MINUTES JANUARY 19, 2015 CITY OF KITCHENER A special meeting of City Council was held at 12:55 p.m. this date, chaired by Mayor B. Vrbanovic with all members present. Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. 1. FCS -14 -200 — TENDER T14 -114 — REMOVAL OF EXCESS GRANULAR MATERIALS Council considered Infrastructure Services Department report INS -15 -017 (W. Malcolm), dated January 15, 2015 providing additional information on Tender T14 -114 (Removal of Excess Granular Materials) which was deferred from the December 15, 2014 Council meeting. Mr. D. Tyagi, Deputy CAO — Infrastructure Services and Mr. J. Witmer, CAO, reviewed the report and responded to questions from Council. Moved by Councillor K. Galloway - Sealock Seconded by Councillor B. loannidis "That Tender T14 -114 — Removal of Excess Granular Materials, be awarded to Network Sewer and Watermain Ltd., Cambridge, Ontario, at their tendered price of $139,760., plus H.S.T. of $18,168.80, for a total of $157,928.80." Carried. 2. ARTS & CULTURE SUSTAINABILITY FUND 2015 — THEMUSEUM Council was in receipt this date of a chart depicting the funding allocation to the City's three pillar arts and culture organizations, being: $120,000 to THEMUSEUM; $40,000 to KW Art Gallery; and, $40,000 to KW Symphony. Mr. D. Chapman, Deputy CAO — Finance and Corporate Services, reviewed the chart, advising that while THEMUSEUM is identified as receiving the majority of funding from the Arts and Culture Sustainability Fund, the other two organizations also receive substantial Tier 1 Community Grants. He added the Tier 1 Community Grant allocation to THEMUSEUM of $112,067 is in -kind funding dedicated to building maintenance and parking. Mr. David Marskell, CEO, THEMUSEUM, gave a presentation in support of the requested allocation of $120,000 to his organization from the Arts and Culture Sustainability Fund in advance of the 2015 Final Budget deliberations; consideration of which was deferred from the January 5, 2015 special Council meeting. He indicated that only $68,000 of the $112,000 in -kind funding was expended by his organization last year. He stated THEMUSEUM's fiscal year ends in July and as they are only half away through their current year he is unable to provide finalized financial statements that include the later portion of 2014. He noted THEMUSEUM is estimated to break even this year. Mr. Marskell circulated copies of his PowerPoint presentation to Council. In response to questions, Ms. S. Di Donato, Manager of Arts & Culture, advised the purpose of the requested funding is to help ensure cash flow to one of the City's three pillar arts and culture organizations continues uninterrupted by the budget delays associated with the recent municipal election. She stated future allocations will be subject to the findings of a joint municipal review of the fund which is anticipated to be completed later in 2015. A motion was brought forward by Councillor B. loannidis, seconded by Councillor K. Galloway - Sealock, requesting allocation of $120,000 from the Arts and Culture Sustainability Fund in advance of Final Budget deliberations on February 23, 2015. An amendment was brought forward by Councillor J. Gazzola, seconded by Councillor Z. Janecki, to reduce the allocation from $120,000. to $40,000. Councillor Gazzola's amendment was voted on and was LOST on a recorded vote, with Councillors J. Gazzola and Z. Janecki voting in favour; and, Mayor B. Vrbanovic and Councillors B. loannidis, S. Davey, S. Marsh, D. Schnider, K. Galloway - Sealock, P. Singh, F. Etherington and Y. Fernandes voting in opposition. Gal loway - Sealock "That a one -time allocation in the amount of $120,000 be approved to THEMUSEUM from the Arts and Culture Sustainability Fund in advance of the 2015 Final Budget deliberations." A recorded vote was requested. In Favour: Mayor B. Vrbanovic and Councillors B. loannidis, S. Davey, S. Marsh, D. Schnider, K. Galloway - Sealock, P. Singh, F. Etherington and Y. Fernandes Contra: Councillors J. Gazzola and Z. Janecki. Carried. 3. IN- CAMERA MEETING AUTHORIZATION Moved by Councillor S. Davey Seconded by Councillor Y. Fernandes "That an in- camera meeting of City Council be held this date to consider a litigation / potential litigation matter which is also subject to solicitor - client privilege." Carried 4. BY -LAW FOR THREE READINGS Moved by Councillor P. Singh Seconded by Councillor Y. Fernandes "That leave be given the Mover and Seconder to introduce a by -law to confirm all actions and proceedings of the Council and that the same be taken as read a first, second and third times, be finally passed and numbered 2015 -003 by the Clerk."
