SUBJECT: On-street Parking Regulations — Duchess Avenue
RECOMMENDATIONS:
That parking be prohibited at any time from January 1 to March 31 on the east
side of Duchess Avenue between Dunbar Road and Marina Road; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Transportation Services has received a request from a local resident to review the
existing on-street parking regulations on Duchess Avenue between Dunbar Road and
Marina Road. The request cited an increase of pedestrians on Duchess Avenue who
are forced to walk on the roadway due to a lack of sidewalks on both sides of Duchess
Avenue. This is creating safety concerns between pedestrians walking on the roadway
and vehicles travelling on Duchess Avenue. The concerns are further exasperated with
the presence of vehicles parking on both sides of Duchess Avenue during the winter
months, which further limits the roadway width, compromising safe two-way traffic on
Duchess Avenue.
REPORT:
Currently on-street parking is permitted on the both sides of on Duchess Avenue
between Dunbar Road and Marina Road for a maximum period of three (3) consecutive
hours as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138.

In order to address this request, Transportation Services surveyed Duchess Avenue
residents regarding a proposal to prohibit parking at any time form January 1 to March
31 on the east side (odd numbered houses) of Duchess Avenue between Dunbar Road
and Marina Road. The survey results are as follows:

Avenue between Dunbar Road and Marina Road. 9 (75.0%)
In favour of leaving the current regulation as is: 3 (25.0%)
TOTAL 12 out of 14 - (85.7% responded)
As indicated above, 9 out of 12 respondents, or 75.0%, are in favour of prohibiting
parking at any time on the east side (odd numbered houses) of Duchess Avenue
between Dunbar Road and Marina Road.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners,
including all orders of government, to create a culture of safety in our community." By
working with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $600 and will be taken
from the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM — This report has been posted to the City's website with the agenda in
advance of the council / committee meeting.
CONSULT - Residents were surveyed regarding this proposed parking prohibition
through a mail out sent in November 2014.
