SUBJECT: On-street Parking Regulations —Waterloo Street
RECOMMENDATION:
That parking be prohibited at anytime on the south side of Waterloo Street from
Shanley Street to a point 65 metres west thereof; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Report INS-14-090 — On-street Parking Regulations —Waterloo Street was considered
at the Community and Infrastructure Services Committee meeting on December 8,
2014. Based on comments from delegations at the meeting, it was resolved that
consideration of the recommendation be deferred to the February 2, 2015 Community
and Infrastructure Services Committee meeting to allow for additional public
consultation, which should include an option to adjust the parking in the area to improve
sightlines leading to the intersection.
REPORT:
Waterloo Street is a local road with residential land use on either side of the right-of-
way. In response to an identifiable operational concern, on-street parking regulations
were reviewed.
Currently, on-street parking is permitted on the south side of Waterloo Street between
Bismark Avenue and Shanley Street for a maximum period of three (3) consecutive
hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138.
Transportation Services has received a request to review the existing parking
regulations on Waterloo Street. The request cited concerns regarding vehicles parking
on both sides of the roadway which can make two-way traffic unsafe and impede

sightlines through the curve and at the intersection of Waterloo Street and Shanley
Street.
COLLISION HISTORY:
Staff completed a five year collision analysis for the intersection of Shanley Street and
Waterloo Street. In total, eight collisions have occurred, all of which are classified as
angle type collisions. Angle collisions are described as vehicles colliding at a 90 degree
angle where both vehicles intend to complete a through movement through the
intersection and (typically) one vehicle fails to yield the right-of-way. Of these eight
reported collisions, six involved vehicles travelling eastbound on Waterloo Street
colliding with vehicles on Shanley Street travelling northbound as the image shows
below.

This trend indicates that vehicles travelling northbound on Shanley Street do not have
sufficient sightlines to perceive and react appropriately to an eastbound approaching
vehicle. To help mitigate this quantifiable safety concern, sightlines must be maximized
on the north leg of the intersection.
RESIDENT INVOLVMENT:
Residents in the immediate area were surveyed on this proposed parking regulation
change in September 2014. The results of the survey are as follows-

2 responses in favour of PROPOSAL B: Leave existing on-street parking as is.
9 responses received in total (out of 14 — 64% responded)
In response to direction received at the December 8, 2014 Community and
Infrastructure Service Committee meeting, staff revaluated traffic operations in the
section of Waterloo Street along with the intersection of Waterloo Street and Shanley
Street. In order to maintain minimum sightline requirements for southbound vehicles
turning left from Shanley Street, on-street parking cannot safely be accommodated on
the north side of Waterloo Street from Shanley Street to a point 24 metres west thereof.
In order to maintain minimum sightline requirements for westbound vehicles travelling
on Waterloo Street through Shanley Street, on-street parking cannot safely be
accommodated on the south side of Waterloo Street from Shanley Street to a point 65
metres west thereof.
Transportation Services staff circulated an additional parking survey to the same
catchment area which contained an additional proposal for consideration. The results of
the survey are as follows-

metres west thereof. Permit on-street
parking for a maximum of three
consecutive hours on the north side
(even number side) of Waterloo Street
from a point 24 metres west of Shanley
Street to a point 41 metres west
thereof. This will result in an increase of
on-street parking by approximately 2
spaces over `Proposal A'

Given that the results of the survey have not changed substantially, staff maintain the
original recommendation from December 8, 2014.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners,
including all orders of government, to create a culture of safety in our community." By
working with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $900 and will be taken
from the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM — This report has been posted to the City's website with the agenda in
advance of the council / committee meeting.
CONSULT - Residents were advised regarding this proposed parking regulation change
through a mail out sent in September 2014. In total, 9 responses were received.
