SUBJECT: Shirk Place Bridge Rehabilitation —Contractor P.O.
Extension
RECOMMENDATION:
That an extension of the purchase order issued to Clearwater Structures Inc. for
construction services related to the rehabilitation of the Shirk Place Bridge located
between Lancaster Road and Bridge Street in the amount of$ 98,000.00, be approved.
BACKGROUND:
The rehabilitation of the Shirk Place Bridge, between Lancaster and Bridge Street, was initiated
to address aging infrastructure issues that existed. Based on the provincially mandated OSIM
inspection reports and past condition assessments and evaluations, recommendations were
developed for rehabilitation of the structure to avoid further escalated deterioration and to
maintain the bridge in safe operating condition. The bridge was constructed in 1979.
In September of 2014, the City retained Clearwater Structures Inc. to complete the bridge
rehabilitation. The Council approved fees for Clearwater Structures Inc. was $ 557,863.25 plus
applicable taxes.
REPORT:
Rehabilitation related construction began late in September of 2014. The work generally
included but was not limited to reinforcing steel repairs; surficial and structural concrete repairs;
new deck waterproofing; and joint and abutment rehabilitation.
The scope of the required rehabilitation specified in the contract documents is generally based
on non-invasive testing and visual inspections. The true condition of certain structural
components of the bridge cannot be ascertained until rehabilitation has begun and the structure
is able to be physically opened for inspection.
Incurred construction costs to date have exceeded the council approved purchase order amount
with additional outstanding work to be completed in the spring of 2015. This exceedance is a
result of several different factors:

• The weather during the month of November 2014 was exceptionally cold. To ensure
that the highest quality product was installed, additional weather protection measures
were required by the City;
• Due to technical concerns, the depth of the new concrete deck overlay was increased by
25% from that specified in the tendering documents;
• Advanced deterioration of the existing structural concrete beam ends was discovered
during construction, resulting in additional work;
• Advanced deterioration of reinforcing steel discovered during construction resulted in
more extensive replacement of steel; and
• Due to cold weather, the waterproofing membrane could not be installed which resulted
in the temporary placement of asphalt. The permanent surface work will be done in the
spring of 2015.
FINANCIAL IMPLICATIONS:
None.
Funding will be provided from the Shirk Place Bridge project account.
The cost required to complete the 2015 works is estimated at $ 26,000. The additional costs
incurred for completed work to date are $72,000. A total extension of the purchase order in the
amount of$98,000 is being requested.
Fee increases are based on Clearwater's unit pricing submitted as part of the tender evaluation,
and are therefore competitive in nature.
CONCLUSION:
Staff have reviewed the request and recommend that the existing purchase order to Clearwater
Structures be increased to complete the remaining phases of this project.
