JANUARY 6.2015 CITY OF KITCHENER
The Heritage Kitchener Committee met this date, commencing at approximately 4:00 p.m.
Present: Councillors J. Gazzola and Z. Janecki, Ms. M. Bell, S. Halapija and Messrs. S. Burrows, S.
Miladinovic, S. Thomson and M.Timmerman.

1. WELCOME AND COMMITTEE MEMBER INTRODUCTIONS
The Committee members were welcomed to Heritage Kitchener's inaugural meeting of the
2015/2016 term. Each member was requested to introduce themselves and state their interest
in applying to the Committee.
2. PRESENTATION -ADVISORY COMMITTEE ROLES, RESPONSIBILITIES AND
RELATIONSHIPS
Ms. D. Livingstone gave a presentation entitled "Advisory Committee Roles, Responsibilities,
and Relationships" outlining how advisory committees fit within the overall corporate context of
the City of Kitchener. She pointed out `Appendix `A' of the Code of Conduct, specific to
members of advisory committees, explaining that members of Heritage Kitchener who own
property designated under Part IV or Part V of the Ontario Heritage Act and are seeking
consideration of a Heritage Permit Application (HPA)for said property are permitted to address
the Committee regarding their HPA. However, those members are prohibited from taking part
in the Committee's deliberation and/or voting regarding that matter and are asked to leave the
room once they have finished addressing the Committee. Members were provided a brief
overview detailing the contents of the Committee material contained within the folder
distributed this date, as well as the contents of the flash drive. Members were requested to
bring their folders and flash drives to future meetings periodically as the reference material will
be updated as required.
3. HERITAGE KITCHENER COMMITTEE ORIENTATION
Mr. L. Bensason gave a presentation entitled "Cultural Heritage Conservation&Planning in the
City of Kitchener' which included an overview of functions specific to the Heritage Kitchener,
namely: Cultural Heritage Resources; built heritage and cultural heritage landscapes;
Conservation - identification, interpretation, protection and use; Support for Heritage
Conservation; the Municipal Heritage Register; designating properties under Part IV or Part V
of the Ontario Heritage Act; and, an overview of the City's Heritage Conservation Districts.
Ms. M. Drake gave a presentation regarding the Heritage Permit Application (HPA) process
and highlighted the procedure staff undertakes when bringing a report to the committee for
consideration. She provided an overview of the merits of an application and what should
receive consideration when making a recommendation for approval or refusal of an HPA. She
then reviewed the Ministry of Tourism, Culture and Sport's "Eight Guiding Principles in the
Conservation of Built Heritage Properties" and referred to Parks Canada's "Standards and
Guidelines for the Conservation of Historic Places in Canada" as useful resources when
considering heritage matters. She noted that the USB flash drive provided to the Committee
contains links to the documents referred to this date.
Ms. Drake commented that the Committee will consider HPA's requesting approval for
installation of solar panels at future meetings. To provide context and education she provided
an overview of the "Guidelines for the installation of solar panels on Cultural Heritage
Resources" with examples of compatible and non-compatible installations on Heritage
Resources.
4. 2015 HERITAGE SHOWCASE -REQUEST FOR VOLUNTEERS
Ms. M. Drake provided an overview of the 2015 Heritage Showcase explaining that the
Showcase is an annual event hosted by the Waterloo Heritage Foundation. She stated that
the event is hosted concurrent with Heritage Week and provides an opportunity for local
heritage groups and committees from across Waterloo Region to come together to celebrate/

educate the public about local heritage. She commented that the 2015 theme is `Main Street:
At the Heart of the Community noting that participation in the Heritage Showcase is a
Committee initiative in which members volunteer to set-up and attend the Committee's
Heritage Day Showcase Booth. She added that booths are to be set up between 7:30 a.m.
and 9:15 a.m. and are on display until 5:00 p.m. on February 21, 2015. She then requested
that members interested in participating advise staff of their availability prior to the February 3,
2015 Heritage Kitchener meeting.
Councillor Z. Janecki elaborated on the Heritage Showcase event advising that there are
approximately 30 groups participating in the Showcase at Conestoga Mall from across the
Region of Waterloo. He emphasized the importance of having representation from Heritage
Kitchener and encouraged members to participate at the booth as well as in preparation of the
display, noting that the display preparation should commence as soon as possible.
