Committee members and staff introduced themselves.
4.0Committee Chair and Vice Chair nominations
Danielle Deveau elected as Chair.
Kristy Smith elected as Vice-Chair.

5.0Committee training: Dianna Saunderson
Committee role:An advisorycommittee. Advise staff and make recommendations to
council as specified in committee terms of reference. Advisory Committees do not supervise
staff, but can advise staff about ongoing activities.
Focus: review issues within area of purview; identify priority issues; promote or update
proposals to strengthen policy; liaise between city and community.
Responsibilities: fulfill the committee’s mandate; respect due process; demonstrate
respect; give fair consideration to other viewpoints; demonstrate due diligence and
professionalism; conform to relevant legislation; contribute meaningfully and offer
constructive comments; immediately divulge any conflict of interest situations.
Relationship:committee recommendations are made to the Community and Infrastructure
Services Standing Committee by written report, authorized by resolution and passed by a
majority; Council always makes final decisions.
General:Quorum is 5 members. If a member declares a conflict of interest, this does not
affect quorum. No subcommittee can have more than 5 members participating. In case the

committee needs to vote on an item, a tie vote is the same as a loss. An abstention is the
same as a negative vote. It is up to each member to determine if a conflict of interest
exists. However, the member can offer their situation to the committee as a whole to
determine if a conflict of interest situation exists.
ACTION: Staff to provide the committee with the Committee Code of Conduct.
6.0Overview of Arts/Culture at City of Kitchener: Silvia DiDonato
Arts/Culture, Special Events, the Market, Downtown Development and Business Development
are all sections within the Economic Development department.
The Arts/Culture unit’s areas of responsibility are as follows:
Arts Program Delivery (public art program (including pilot community led public art
program), Industrial Artifacts Program, Artist in Residence, Berlin Tower ARTSPACE,
Rotunda Gallery, Youth Video Contest).
Creative Industries/Arts Business Development (Music Cluster, Film and Media Cluster,
Maker Space, Design Cluster, Theatre Cluster)
Strategic Planning (Arts & Culture Strategy 2015)
Community Partnership(Region arts investment review 2015, Centre in the Square
Review, Liaison with arts organizations in the region, ArtsVest Ontario, Programs through
other levels of government)
Municipal Process: (Arts/Culture Advisory Committee (ACAC), Public Art Working Group,
Council reports, Budget and administration, Marketing, Community Investment Strategy)

8.0Reports to Council: Silvia DiDonato
On a motion made by Kate Swift:
“That Janice Lee be appointed as the 2015 City of Kitchener Artist in Residence with her
project, “Folk Myths of Kitchener.”MOTION CARRIED
Discussion:
The Public Art Working Group selected Janice Lee as the 2015 artist in residence. Her
proposal, titled “Folk Myths of Kitchener”, will engage Kitchener residents in the making of
collaborative video poems about the Market, Downtown, Kitchener Public Libraries and the
Iron Horse Trail. By creating new folk stories with participation from residents, Janice will
create a mythology and magic surrounding the richness of life in Kitchener.
Report going forward to committee of council on March 9.
9.0Arts/Culture priorities, 2015: all
The past ACAC identified the following ongoing priorities:
Arts & culture strategy/culture plan
Supporting the development of a music cluster
Encouraging the development of a music, media, maker space
Facilitating the development of a process to guide community led public artprojects.

Member suggestions:
Influence understanding of the value inherent in the arts: While acknowledging that the
arts should make an effort to achieve sustainability, ACAC could promote an
understanding that there is value to the arts (i.e., quality of life) beyond the financial.
The definition of success in the arts differs from business.
Advocate for operational funding: Try to influence funders to provide modest funding for
the operations of arts organizations(rather than providing only project funding). By
funding projects, funders actually dilute an organizations capacity to complete projects
inprocess.
Explore the ‘no money, no space, great talent’ conundrum. Find ways to support the
arts as tech has been supported in our community.
Encourage collaboration:find ways to foster meaningful, mutually beneficial
collaboration between artists and the tech sector
Find ways to facilitate business sponsorship of the arts: Building on ArtsVest Ontario
program of matching funding recognize that small businesses are more likely support arts
organizations when their sponsorship donations are matched.
Mark Canada’s 150th: Explore ways to celebrate Canada’s 150 birthday through arts and
culture initiatives in the region.
Continue region-wide joint arts/culture advisory committee meetings: continue joint
meetings, and include Creative Enterprise Initiative.
Foster grassroots arts initiatives: provide tools for community groups to deliver events.
Encourage events throughout the city, even in the suburbs to build neighbourhoods.
Learn more about ‘event in a box’ concept: staff now formalizing a toolbox/checklist for
groups interested in planning an event
Consider audience development: how to engage youth and encourage attendance at
events. How to get the word out about events (promotion)
Monitor mapping of cultural resources and activities. Should be done on a regional basis.
ACTION: staff to provide more information about ‘event in a box’ at a future meeting.
ACTION: staff to invite Eyego to the Arts to present at ACAC
ACTION: staff to revisit past ACAC’s long term strategies to determine if any have traction.
10.0Members’ news
Conestoga College:completed a new wing for 5 programs which address the business side to
being an artist and making a business plan. Also offering a 360 degree of music program (at
Kitchener Studio Project, a 4 year program).
The Boathouse:on Jubilee Drive has reopened as a venue.
KW Art Gallery: two exhibits now open, An Te Liu’sIn Absentia, and Shirin Neshat’s
Soliloquy.
THEMUSEUM:Unwrapping Egypt exhibit closing. The Brushoff painting competition takes
place on January 24. Next exhibit: Naked(Nudes from the Canada Council Art Bank)
Night\Shift: screening of films, including one filmed by 12 Angry Filmmakers at Night\Shift
on Nov 1, 2014 will take place at KW Art Gallery on February 27.
Registry Theatre: Vital Transformation, a tribute to the Mahavishnu Orchestra takes place
Jan 24, 8pm. Round 2 of the Berlin Shorts short film competition takes place on Jan 29.
Homer Watson House and Gallery: Genesis,an exhibit by Eastwood Collegiate graduating
class now on. Next up: Ye Han, Todd Manuel, Richard McDonald exhibit from January 31 to
March 15. Dr. Richard Shipley lunch and learn lecture titled ‘Canada: Older Than You Think’
on Feb 12, 12-1pm
