HomeMy WebLinkAboutFCS-15-024 - T14-105 Containerized and Manual Collection of Waaste Recyclables - Cooperative REPORT TO: Committee of the Whole DATE OF MEETING: 2015-02-09 SUBMITTED BY: Larry Gordon, Director of Supply Services, 519-741-2200 ext. 7214 PREPARED BY: Steve Rudak, Buyer, 519-741-2200 ext.7213 WARD(S) INVOLVED: All DATE OF REPORT: 2015-01-27 REPORT NO.: FCS-15-024 SUBJECT: T14-105 Containerized and Manual Collection of Waste and Recyclables - Cooperative ___________________________________________________________________________ RECOMMENDATION: That the City of Kitchener’s portion of Cooperative Tender T14-105 Containerized and Manual Collection of Waste and Recyclables, be awarded to: GFL Environmental Incorporated, Vaughan, Ontario, for roll off, compactor and front load containers, at their tendered price of $49,095.69, plus H.S.T. of $6,382.44, for a total of $55,478.13 and; Waste Management of Canada Corporation, Waterloo, Ontario, for recycling totes, molok and barrel containers, at their tendered price of $111,073.65, plus H.S.T. of $14,439.57, for a total of $125,513.22 for one (1) year, with an option to renew for four (4) additional one-year terms. BACKGROUND: The City requires the on-going pick up and hauling of waste and recycling including organic materials to appropriate sites. This service is performed by licensed waste companies, moving the materials collected to the appropriate landfill and recycling facilities. This is a co-operative tender issued by the City of Kitchener (Lead Agency) on behalf of the Co- operative Purchasing Group of Waterloo Region (CPGWR). Participating agencies include: Kitchener Housing and Waterloo Wellington Community Care Access Centre (WWCCAC) The tendered prices do not include the fee to process waste at landfill sites. The City’s average annual spend over the past three (3) years was $143,245.92. This tender is based on a fixed fee per container type. Actual spend will depend on the level of activity throughout the term of the contract. 1. iv. - 1 REPORT: Tenders were advertised publicly on the City of Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering Information System. Documents were downloaded by fourteen (14) interested parties, and by the closing date of Thursday January 15, 2015, four (4) tenders had been received. The following tenders were received: Bid Price Corrected Price GFL Environmental Inc. Pickering ON $ 85,081.75 $ 85,881.98 * BFI Canada Inc. Kitchener ON $115,540.10 $111,540.10 Waste Management of Canada Corp. Waterloo ON $205,642.73 * Wasteco Guelph ON $449,838.57 The tender award was split and awarded to the low bidder for each container type. The tendered prices were verified for accuracy and adjusted accordingly. The price per container type decreased 19.5% from the 2010 tender. The new 2014 tender value increased due to changes in container types and sizes, frequency of pickup and quantities of containers added. The tenders were reviewed by D. Mitchell, Supervisor, Custodial Services, S. Berry, Manager, Maintenance Operations and J. Zunic, Events Coordinator, who concur with the above recommendation. The City of Kitchener’s purchasing policies and practices ensure openness, fairness and transparency in the procurement of goods and services. FINANCIAL IMPLICATIONS: Funding will be provided from various operating accounts. COMMUNITY ENGAGEMENT: INFORM - Potential vendors are informed of bid opportunities through the public posting of bid documents as outlined in the City’s Purchasing By-Law.
