HomeMy WebLinkAbout2015-02-03 HERITAGE KITCHENER MINUTES FEBRUARY 3. 2015 CITY OF KITCHENER The Heritage Kitchener Committee met this date, commencing at 4:03 p.m. Present: Ms. B. Glenn-Graham-Chair Councillors J. Gazzola and Z Janecki, Ms. M. Bell, S. Halapija, and Messrs. S. Burrows, P. Ciuciura, S. Miladinovic, B. Page, S. Thomson and G. Zeilstra. Staff: L. Bensason, Coordinator of Cultural Heritage Resources M. Drake, Heritage Planner D. Livingstone, Committee Administrator 1. ELECTION OF COMMITTEE CHAIR AND VICE-CHAIR Ms. D. Livingstone opened the floor to nominations for the position of Committee Chair. Ms. B. Glenn-Graham and Mr. Grayson Zeilstra were nominated for appointment and the standard voting procedure resulted in equal votes for each. Ms. Glenn-Graham and Mr. Zeilstra agreed to stand for the appointment of Co-Chairs. On motion by Councillor J. Gazzola- it was resolved: "That Ms. Bev Glenn-Graham and Mr. Grayson Zeilstra be appointed Co-Chairs of Heritage Kitchener for a term expiring November 30, 2016." 2. CSD-15-007 - HERITAGE PERMIT APPLICATION HPA 2015-V-001 - 71 AHRENS STREET WEST(CIVIC CENTRE HCD) - ALTERATIONS TO FRONT FACADE The Committee considered Community Services Department report CSD-15-007, dated January 7, 2015 recommending approval of Heritage Permit Application HPA 2015-V-001 to permit alterations to the front fapade at the property municipally addressed as 71 Ahrens Street West. Ms. M. Drake presented the Report advising that recommendations this date would be considered at a special Council meeting on March 9, 2015. Mr. Philip Bringloe, Applicant, appeared in support of HPA 2015-V-001. In response to questions, Mr. Bringloe advised that it is his intention to work with the Committee and staff to restore the house within the heritage guidelines. With regard to the size of the porch proposed for the front of the house, he indicated that a small porch rather than full width porch was desirable due to the small size of the home. He stated that it is not his intent to pursue parking in the front of the home where the length of the porch was originally located. On motion by Mr. B. Page- it was resolved: "That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA 2015-V-001 be approved to permit alterations to the front fapade, including: the previously demolished front porch and upper balcony; the previously removed front door and bay window; the previously enlarged bay window opening; the conversion of two door openings to windows; the conversion of the bay window opening to a door; and, the construction of a single storey porch with shed roof, at the property municipally addressed as 71 Ahrens Street West, in accordance with the supporting information submitted with the application and subject to the following condition: i) That the final building permit drawings be reviewed and heritage clearance provided by heritage planning staff prior to the issuance of a building permit." 3. CSDA5-009 - HERITAGE PERMIT APPLICATION HPA 2015-IV-002 - 80 WOOLNER TRAIL - PROPOSED SOLAR PANELS AND GEOTHERMAL SYSTEM The Committee considered Community Services Department report CSD-15-009, dated January 12, 2015 recommending approval of Heritage Permit Application HPA 2015-IV-002 to permit the installation of solar panels and a geothermal system at the property municipally addressed as 80 Woolner Trail. CSDA5-009 - HERITAGE PERMIT APPLICATION HPA 2015-IV-002 - 80 WOOLNER TRAIL - PROPOSED SOLAR PANELS AND GEOTHERMAL SYSTEM (CONT'D) recommendations this date would be considered at a special Council meeting on March 9, 2015. Ms. Dale Woolner, Applicant, addressed the Committee in support of HPA 2015-IV-002. In response to questions, she advised that the subject property is a large farm which incurs substantial utility costs. She indicated that the HPA approval would permit the installation of the solar panels and geothermal system which would offset the costs of hydro and propane heating. On motion by Mr. S. Miladinovic- it was resolved: "That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application HPA 2015-IV-002 be approved to permit the installation of solar panels and a geothermal system, at the property municipally addressed as 80 Woolner Trail, in accordance with the supporting information submitted with the application and subject to the following conditions: i) That the solar panels feature black cells and black frames; and, ii) That the final building permit drawings be reviewed and heritage clearance provided prior to the issuance of a building permit; and further, iii) That temporary fencing be installed adjacent to the barn, silo and trees to the satisfaction of heritage planning staff in consultation with environmental planning staff prior to commencing work on site." 4. CSD-15-010 - HERITAGE PERMIT APPLICATION HPA 2014-V-033 - 64-66 WEBER STREET WEST(CIVIC CENTRE HCD) - PROPOSAL TO PAINT PREVIOUSLY UNPAINTED BRICK BLACK The Committee considered Community Services Department report CSD-15-010, dated January 13, 2015 recommending refusal of HPA 2014-V-033, to paint the previously unpainted brick to a black colour at the property municipally addressed as 64-66 Weber Street West. Ms. M. Drake presented the Report advising that recommendations this date would be considered at a special Council meeting on March 9, 2015. Messrs. Adam Overing and Andrew Teeple, Applicants, addressed the Committee in support of HPA 2014-V-033. In responses to questions, Mr. Overing advised that he was not aware of the applicable heritage guidelines for the Civic Centre Heritage Conservation District. He stated that the painting of the brick stopped immediately as soon as staff indicated that alterations required heritage permit approval. With regard to the black paint that was used on the brick, Mr. Teeple stated a representative from Sherwin-Williams provided assistance in choosing the type of paint most appropriate for the brick exterior. He noted that two other buildings around the corner from the Weber Street location have been painted and it was their objective to have all three buildings look similar in appearance. Members expressed concern that approving the permit to allow painting of the brick would set a precedent for approval that is contrary to the heritage guidelines and policies for the Civic Centre Heritage Conservation District. Members noted that the condition of the building envelope could be compromised by applying the paint and that it would impact the longevity of the brick. Further concern was articulated regarding the Application as this is the second time the applicants have neglected to obtain heritage permit approval for alterations to this building before commencing work. HERITAGE KITCHENER TRAINING - HERITAGE CONSERVATION DISTRICTS - OVERVIEW OF UPPER DOON,VICTORIA PARK AND ST. MARY'S HCD's The Committee was in receipt of training this date on the Upper Doon, Victoria Park and St. Mary's Heritage Conservation Districts (HCD's). Mr. L. Bensason provided the training advising that Heritage Conservation Districts are established under Part V of the Ontario Heritage Act. He explained that properties located within an HCD are designated under Part V of the Act, which serves to do the following: publicly recognize and promote awareness of the cultural heritage value or interest; provide a process for ensuring that changes to heritage attributes are appropriately managed and respect the heritage value of the property or heritage district; building repair, alterations, additions, relocation, new construction and demolition require a Heritage Permit and must conform to conservation standards and guidelines as well as HCD Plan policies and guidelines; establishes a measure of protection from demolition; and, potentially qualifies the property for financial assistance programs. Mr. Bensason highlighted the key characteristics of an HCD stating that each reflects an aspect of the history of the City; has a significant number of properties that are of cultural heritage value or interest; and, is distinctive and contributes to the character of the City. He then reviewed key characteristics of the Upper Doon, Victoria Park and St. Mary's HCD's noting that each HCD can vary in character and can have different policies and guidelines. He advised that each HCD specifies different types of work that will require approval though the Heritage Permit Application process. 6. HERITAGE KITCHENER TRAINING - MUNICIPAL HERITAGE REGISTER OVERVIEW At the suggestion of the Chair, it was agreed that this item be dealt with at the March 3, 2015 Heritage Kitchener meeting. 7. HERITAGE SHOWCASE REQUEST FOR VOLUNTEERS Ms. M. Drake addressed the Committee requesting additional volunteers for three available timeslots at the Waterloo Region Heritage Showcase Event. In response to the request, Messrs. G. Zeilstra and S. Burrows agreed to attend from 1:00 p.m. to 3:00 p.m.; Ms. B. Glenn Graham agreed to attend from 3:00 to 5:00 p.m. Ms. Drake advised she would coordinate with Mr. M. Timmerman and Ms. M. Bell to deliver the display. Councillor Z. Janecki noted that the Heritage Showcase event is scheduled to begin at 9:30 a.m., February 21, 2015, and that the Conestoga Mall location would likely be open for set up. at 9:00 a.m. 8.
