KITCHENER CYCLING AND TRAILS ADVISORY COMMITTEE MINUTES
February 10, 2015 CITY OF KITCHENER
Kitchener Cycling and Trails Advisory Committee met on this date commencing at 4:07 p.m.
Present: Ms. M. Generoux, Ms. G. Mitchell, Ms. V. Van Cappellen, Councillor Y.
Fernandes, Messrs. M. Boos (Vice-Chair), T. Boutilier, L. Chandler, P.
Dedes (Chair), D. Hoshowsky, D. Kropf, and K. Young.

1. APPROVAL OF MINUTES OF THE MEETING OF JANUARY 13, 2015

That the minutes of the January 13, 2015 meeting be approved.
Motion by: Mr. Young
2. ACCESSIBLE CUSTOMER SERVICE AND ONTARIO HUMAN RIGHTS CODE
Committee members were given pamphlets regarding accessible
customer service and the Ontario Human Rights Code. After reviewing
the information that had been provided, members were asked to sign a
log sheet.
Mr. Pimentel provided committee members with an information sheet for
the Waterloo Spur Line trail and storm drain improvement meeting.
3. TRAIL CROSSINGS
Mr. Parris explained th
construction of trail crossings. He welcomed any comments and
mentioned that he would like the sub-committees to look over them in
more detail.
Mr. Boos noted that one of the crossings was located by the LRT and
wondered if construction would be affected. Mr. Parris replied that he has
done drawings to ensure the construction is carried out properly and
ensure the committee that it would not be negatively affected by the
ongoing LRT construction.
Councillor Fernandes inquired as to the budget for trail construction. Mr.
Parris replied that the cost of construction comes out of the trails budget.
Mr. Hoshowsky asked if signage will be implemented along the trails to
indicate the name of any upcoming street crossings. Mr. Parris agreed
that include street names was a good idea and will be considered when
implementing the signage. Mr. Young agreed that this would be a good
idea as problems arise when trail users cannot tell emergency services
where they are located on the trail.

4. REVIEWING ALTERNATIVES FOR WESTHEIGHTS
Mr. Pimentel informed the committee that Westheights has been
recommended to council for a traffic calming review and the
implementation of cycling infrastructure. He presented statistics and data
for the site as well as four alternatives for the street layout. All those who
show interest in the project as well as all those who live in the area will be
included in the approval process.
The first alternative included a 2-way cycle track on one side and on
street parking on the other with 2 travel lanes separated by a buffer.
The second alternative included four narrow travel lanes, one narrow bike
lane on either side of the street and no on street parking. Committee
members raised concerns about the lack of parking as well as the size of
the bike lanes. Mr. Boos mentioned that the bike lanes were too narrow
and did not meet book 18 standards.
The third option included narrow parking on either side of the road, 2 bike
lanes a painted buffer and 2 narrow travel lanes.
The fourth and final option included parking on one side 2 bike lanes
separated from 2 travel lanes by a painted buffer as well as a painted
buffer between the two travel lanes. Councillor Fernandes was concerned
that this design might increase the average speed. Mr. Pimentel
reminded the committee that these road designs would be paired with
traffic calming measures to slow down any traffic.
Mr. Boos inquired as to why options 2-4 had
at bike lanes be placed between the sidewalk and
the on street parking as opposed to being between parking and travel
lanes. Mr. Pimentel noted that there are too many driveway accesses
along the road to be able to safely do that.
Mr. Hoshowsky noted that the two way cycle track raises concerns such
as access to intersections and areas on the opposite side of the street.
Mr. Pimentel asked the committee to provide comments before the next
meeting. Mr. Dedes suggested that the infrastructure sub-committee
prepare a report on this subject for the next meeting
5. BY-LAW REVIEW UPDATE
Mr. Dedes noted that the riding two abreast by-law as well as the issue
with e-bikes and e-scooters on trails has been brought to the attention of
the Region.

6. REPORT CARD
Mr. Dedes stated that the committee should review the report card in
detail, specifying to whom each suggestion is addressed, before it is
approved. Mr. Boos mentioned that he has seen other reports indicate
which jurisdiction is responsible for addressing any recommendations;
therefore, this report should be able to do the same thing.
The committee proceeded to go through each of the items on the report
card and correct any grammatical/structural errors as well as indicate
which jurisdiction would be responsible for addressing each item.

7. COMMITTEE MEETING SCHEDULE
Mr. Dedes noted that the committee normally meets 9 times a year but
found that not all of the work was being completed. He recommended that
the committee have an additional formal meeting as well as an informal
meeting. Mr. Boos recommended that they have the additional formal
meeting before council meets in August. Councillor Fernandes stated that
council meets early in August so the formal meeting should take place in
July.

8. QUESTIONS AND OTHER ITEMS
Mr. Boos informed the committee that they can go to https://talk.ontario.ca/
if they are interested in supporting matters related cycling in On

Mr. Boos also asked for volunteers to help manage a booth at the
upcoming Winterloo event.
