REPORT TO: Community and Infrastructure Services Committee
DATE OF MEETING: March 9, 2015
SUBMITTED BY: Justin Readman, Director of Transportation Services,
519-741-2200, extension 7038
PREPARED BY: Danny Pimentel, Transportation Demand Management
Coordinator, 519-741-2200, extension 7371
WARD(S) INVOLVED: Ward 7
DATE OF REPORT: February 18, 2015
REPORT NO.: INS-15-005
SUBJECT: On-street Parking Regulations - Brant Crescent
RECOMMENDATION:
That the existing permit only parking prohibition on the inner circle of Brant
Crescent be removed, and be reinstated with a three (3) hour parking limit; and
further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Transportation Services has received a request from a local resident to review the
existing on-street parking regulations on Brant Crescent. The request cited that the
existing permit only parking area around the inner circle of Brant Crescent is no longer
needed and these spaces would better serve the parking needs of the residents if the
parking restriction were removed.
REPORT:
The intent of the permit only parking is to provide on-street parking for visitors of
residents by the way of residential visitor parking permits. Any vehicle that utilizes the
on-street parking on Brant Crescent and does not have the appropriate permit displayed
will be issued a parking infraction. This is to ensure visitors to the nearby hospital are
not occupying on-street parking spaces and limiting the number of spaces for residents'
visitors.

Currently on-street parking is permitted for permit holders only from 8:00 a.m. — 8:00
p.m. around the inner circle of Brant Crescent. Outside of these hours, on-street parking
is permitted for a maximum period of three (3) consecutive hours, as outlined in the City
of Kitchener Uniform Traffic By-law No. 2007-138.
In order to address this request, Transportation Services surveyed the residents
regarding a proposal to remove the existing permit only parking restriction around the
inner circle on Brant Crescent and reinstate a three (3) hour parking limit. The survey
results are as follows:
In favour of removing the existing permit only
parking restriction on the inner circle of Brant Crescent
and reinstating a three (3) hour time limit: 2 (66.7%)
In favour of leaving the current regulation as is: 1 (33.0%)
TOTAL 3 out of 8 - (37.5% responded)
As indicated above, 2 out of 3 respondents, or 66.7%, are in favour of removing the
existing permit only parking restriction on the inner circle of Brant Crescent and
reinstating a three (3) hour time limit.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners,
including all orders of government, to create a culture of safety in our community." By
working with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign removals for the roadway is $400 and will be taken from
the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM — This report has been posted to the City's website with the agenda in
advance of the council / committee meeting.
