SUBJECT: On-street Parking Regulations -Westforest Trail
RECOMMENDATION:
That stopping be prohibited at any time from 8:00 a.m. to 4:30 p.m., Monday to
Friday, on the north side of Westforest Trail from Victoria Street South to
Beechcroft Place; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Transportation Services has received a request from a local resident to review the
existing on-street parking regulations on Westforest Trail. The request cited concerns
regarding vehicles parking on both sides of the Westforest Trail from Victoria Street to
Beechcroft Place during school hours, which has resulted in difficulties for drivers
manoeuvering around parked vehicles while trying to maintain two-way traffic as a result
of the reduced roadway width.
REPORT:
Currently on-street parking is prohibited on both sides of Westforest Trail from Victoria
Street to a point a 42 m west thereof, as outlined in the City of Kitchener Uniform Traffic
By-law No. 2007-138. Please be advised that vehicles are permitted to stop temporarily
to load or unload passengers within a "No Parking" area.

In order to address this request, Transportation Services surveyed the residents
regarding a proposal to prohibit stopping at any time from 8:00 a.m. - 4:30 p.m. Monday
to Friday on the north side of Westforest Trail from Victoria Street South to Beechcroft
Place. The survey results are as follows:
In favour of prohibiting stopping at any time from
8:00 a.m. - 4:30 p.m. Monday to Friday on the north side
of Westforest Trail from Victoria Street South to Beechcroft place: 7 (100.0%)
In favour of leaving the current regulation as is: 0 (0.0%)
TOTAL 7 out of 12 - (58.3% responded)
As indicated above, 7 out of 7 respondents, or 100.0%, are in favour of prohibiting
stopping at any time from 8:00 a.m. - 4:30 p.m. Monday to Friday on the north side of
Westforest Trail from Victoria Street South to Beechcroft place.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners,
including all orders of government, to create a culture of safety in our community." By
working with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $800 and will be taken
from the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM — This report has been posted to the City's website with the agenda in
advance of the council / committee meeting.
CONSULT - Residents were surveyed regarding this proposed parking prohibition
through a mail out sent in November 2014.
