BACKGROUND: Transportation Services has received a request from a resident to review the existing on-street parking regulations on King Street East between Pandora Avenue and Fairview Avenue. The request cited challenges for those with disabilities accessing the Ray of Hope Building or K-W Accessibility from the rear parking lot due to the significant grade going up towards King Street, along with the consistent use of the on-street parking spaces on King Street East. REPORT: Currently, on-street parking is permitted for a maximum of two (2) consecutive hours 8:00 a.m. to 6:00 p.m. Monday to Saturday, on the south side of King Street East from a point 21 meters east of Pandora Avenue to a point 45 meters east thereof, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. ***This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 3 - 1 In order to address this request, it is proposed to provide two (2) accessible on-street parking spaces on King Street East directly in front of the Ray of Hope and K-W Accessibility property. This provision would result in the loss of two (2) two (2) hour parking spaces in this area. Transportation Services contacted Ray of Hope, K-W Accessibility and the Grand River Accessibility Advisory Committee (GRAAC) in order to obtain their input. They did not identify any concerns with the proposed on-street parking changes. Furthermore, a letter was sent to residents and businesses in the immediate area of the proposed on- street parking changes, in order to obtain their input. Transportation Services received comments from two (2) individuals, both of whom are in support of the recommended on-street parking changes. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. "Work with partners, including all orders of government, to create a culture of safety in our community." By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for sign installations for the roadway is $600 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM — This report has been posted to the City's website with the agenda in advance of the council / committee meeting. CONSULT - Residents and businesses were advised regarding this proposed parking regulation change through a mail out sent in October 2014.
