MARCH 3. 2015 CITY OF KITCHENER
The Heritage Kitchener Committee met this date, commencing at 4:05 p.m.
Present: Mr. G. Zeilstra-Chair
Councillor Z. Janecki, Ms. M. Bell, B. Glenn-Graham, S. Halapija and Messrs. S. Burrows,
P. Ciuciura, S. Miladinovic, B. Page, S. Thomson and M. Timmerman.

1. HERITAGE SHOWCASE UPDATE AND FEEDBACK
Members of the Committee provided feedback on the Heritage Showcase which took place on
February 21, 2015 at Conestoga Mall. Mr. G. Zeilstra expressed appreciation to all those that
volunteered to both create the display and attend the booth at various times throughout the
day. It was noted many compliments were received on the display and members felt that the
experience was positive. A suggestion for future showcases is to have an information sheet to
provide to the public that references context to the theme. Additionally, members felt the
walking tours were a positive aspect of the event.
2. CSD-15-022 - DESIGNATION UNDER PART IV OF THE ONTARIO HERITAGE ACT
- 508 NEW DUNDEE ROAD
The Committee considered Community Services Department report CSD-15-022, dated
February 10, 2015, requesting that the Clerk be directed to publish a Notice of Intention to
designate the property municipally addressed as 508 New Dundee Road under Part IV of the
Ontario Heritage Act, as being of cultural heritage value and interest. Ms. M. Drake presented
the Report.
Mr. Paul Britton appeared in support of the Designation. He introduced colleagues, Mr. David
Graham, Ms. Lashia Jones and indicated Mr. Charlie Ormston was in attendance to support
the Designation as well. Mr. Britton stated that he shares the city's objectives to preserve the
stone farmhouse and has worked closely with staff in the formulation of guidelines to guide any
changes as a condition of the development and is working with staff to ensure appropriate
recognition of the stone house. In summary, Mr. Britton requested approval of the staff
recommendation and thanked staff for their diligence.
On motion, the recommendation within Community Services Department report CSD-15-022,
to designate 508 New Dundee Road under Part IV of the Ontario Heritage Act, was brought
forward for consideration.
On motion by Mr. S. Burrows-
it was resolved:
"That pursuant to Section 29 of the Ontario Heritage Act, the Clerk be directed to
publish a Notice of Intention to designate the property municipally addressed as 508
New Dundee Road, as being of cultural heritage value and interest."
Councillor Z. Janecki entered the meeting at this time.
3. HERITAGE KITCHENER—2015-2016 WORK PLAN
The Committee was in receipt this date of the Heritage Kitchener 2015-2016 Work Plan, dated
January 2015, for use as a reference tool in consideration of the Work Plan for the current term
of the Committee.
Ms. M. Drake addressed the Committee, advising that the Work Plan is being presented to the
Committee for information and to be tabled for future consideration. She reviewed the
document, stating that the core areas are outlined categorically under Strategic Direction, and
are areas of priority for Heritage Kitchener. She stated that these areas were identified as
initiatives related to the Municipal Heritage Register, legally protecting resources through
designation under Ontario Heritage Act and Heritage Awareness Programs. She suggested
that members consider areas of focus or objectives they would like included in the new Work
Plan, as it identifies areas of initiative and action for the current term of Heritage Kitchener.

Members generally expressed support for the contents of the Work Plan as distributed and
asked questions of clarity regarding the projects. Ms. Drake responded to questions and
indicated that there may be a time that members of the committee are asked to volunteer to
participate in walking tours as part of the annual Open Doors Event.
4. HERITAGE KITCHENER TRAINING—MUNICIPAL HERITAGE REGISTER OVERVIEW
The Committee was in receipt this date of training materials regarding the listing of non-
designated properties of cultural heritage significance on the City's Municipal Heritage
Register.
Ms. M. Drake began the training session with a presentation outlining the background of the
Municipal Heritage Register. She advised that listing a property is the initial step that
municipalities should take in the identification and evaluation of a property that may warrant
some form of heritage conservation, recognition and/or long-term protection. She indicated
that listing a property can have various implications, noting that the listed properties are not
subject to restrictions or obligations with regard to alterations (i.e. no Heritage Permit
requirements); however, the listing of properties provides a 60-day delay of demolition under
the Ontario Building Code. In addition, Planning staff can require the submission and approval
of a Heritage Impact Assessment and/or Conservation Plan as part of a Planning Act
application. She then reviewed the Four-Step Listing Process, including:
i. field team evaluation;
ii. Municipal Heritage Register Evaluation Sub-Committee meeting;
iii. Heritage Kitchener Committee meeting and recommendation to Council; and,
iv. Council meeting.
Ms. Drake provided training on the process for completing the Cultural Heritage Resource
Evaluation form and an examination of the common architectural styles found in the City of
Kitchener. She referred to the initial step in the Four-Step Listing Process, and indicated that
field teams are assigned based on expressions of interest by Committee members. They are
then provided with packages of property information and are asked to complete evaluation
forms which contain specific criteria that are used to determine a property's significance. She
then reviewed each section of the evaluation form and how it should be filled out.
5. HERITAGE KITCHENER TRAINING—ARCHITECTURAL STYLES
The Committee was in receipt this date of training materials related to architectural styles in
demonstration throughout the City of Kitchener.
Ms. M. Drake lead the training, advising of local prominent architectural styles. She indicated
that Field Teams can refer to the material for use in the evaluation of properties for potential
listing on the Municipal Heritage Register.
