This involves a process that engages city council, city staff, management, and the Corporate Leadership Team in establishing operational priorities that are driven by the objectives of the strategic plan, responsive to the expectations of the community, achievable and financially sustainable within a four-year time frame, and to review those priorities on a regular basis as the external and internal environment changes. In January 2014, Council approved the 2014-2016 Business Plan. The purpose of this report is to provide Council with the final of three updates on the status of 2014 corporate and divisional projects as of December 31, 2014. The intention of sharing this information regularly with council is to demonstrate full transparency and accountability on the commitments the organization has made to the public through the plan. The status updates will illustrate the degree to which the organization has stayed focused on priorities, is making meaningful progress towards goals, and is managing the process so that we can successfully follow through to completion on projects that are started while responding to unanticipated demands along the way. This will bring to a close the 2014 departmental business plans and substantially completes work on the 2011-14 strategic plan. REPORT: The City of Kitchener 2014-2016 Business Plan includes 126 projects, with the intention that progress will be made on 109 (87%) this year. A full listing of all 2014 corporate and divisional projects and the status as of December 31st 2014 can be found in Appendix A. *This information is available in accessible formats upon request. IF2 - 1 Corporate Proiects Of the projects planned for 2014, 26 were identified as corporate projects because of the scope and/or depth of impact they will have on the community or corporation. Corporate projects were ranked from one to four, with a ranking of one representing top priority. As of December 31 2014, 81% of the corporate projects are either Completed or On Track. The Water and Sanitary Sewer Rate Review project remains on hold due to the lack of City of Waterloo project resources until 2015. IF2 - 2 Of the fourteen remaining corporate projects ranked 2, 3, or 4, seven have been completed and three are progressing well as planned. There has been a delay to the expected end date of the Municipal Partnership Program and the remaining three projects have been placed on hold due to a lack of resources or allowing for synergies with projects in 2015 business plan. Divisional Projects Progress on divisional projects is monitored within the division and reported quarterly to the departmental Senior Management Teams and the Corporate Leadership Team. Overall, 78% of the 83 divisional projects are either completed or on track as of December 31, 2014. Six of the divisional projects have been put on hold and 11 have experienced delays primarily due to dependencies on external partners and staff vacancies/workload constraints. These projects will continue to be monitored and where possible action will be taken to continue to advance them to completion. 2011-14 Reflection The completion of corporate and divisional projects brings the organization closer to the achievement of the priorities set out in the City of Kitchener 2011-14 Strategic Plan. The City has continued to focus on the community priorities, delivering efficient and effective services and supporting the city's staff in the work they do on behalf of the citizens. Overall, a total of 39 corporate and divisional projects were completed throughout 2014 and over 150 projects have been completed over the last term of Council. Below is a summary of some of those accomplishments and how they contributed to the city's progress on the strategic priorities. Highlights include: Planning Around Rapid Transit Stations (PARTS) — Phase 1& 2. Planning the neighbourhoods around each of the rapid stations in Kitchener is a comprehensive, multi-year process involving various stakeholders and a significant amount of community engagement. The project will provide a framework to guide growth, help ensure neighbourhood stability and identify infrastructure investments within a 10 minute walk of the LRT stations. In Phase 1 of PARTS, the deliverable was a Project Plan and Background Report. This work included: data and information on existing conditions; recommended study areas; overall goals, priorities and timing to guide the creation of individual Study Area Plans; identification of the primary work, project teams and key deliverables for future phases; and an overall work program for Phase 2. In Phase 2 of PARTS, the deliverables included several reports that addressed the following Kitchener corridor-wide initiatives: Interim Direction Official Plan Amendment, Communications Strategy, Urban Design Guidelines, Transportation Demand Management Strategy and Sanitary Servicing Overview. The first Study Area Plan, PARTS: Central, was launched in late 2014. Development Charges (DC) Background Study Update: The City of Kitchener development charges bylaw was approved by City Council on May 26th 2014. Included is a recommendation to relax current provisions in order to create a climate which is more supportive of investment in industry. IF2 - 3 Open Government Framework: The City of Kitchener Open Government Framework, an updated Accountability and Transparency Policy, and 4-year action plan (2014-2017) were approved by Council. The Open Data portal was launched, datasets expanded based on feedback, and a successful start-up event was held in partnership to raise awareness and use of datasets. Progress was also made in 2014 on other initiatives including e-Participation and accessible reporting. Hosting a Casino in Kitchener: Following consideration of extensive public input from the community, in May 2013 Council voted against continuing discussions with the Ontario Lottery and Gaming Corporation (OLG) about hosting a casino in Kitchener and encouraged the Province and OLG to reconsider their process for identifying willing host communities. 2-Way GO Transit Service: July 2014 provincial budget re-confirmed 2-Way GO transit in 10 year capital forecast and the province has also confirmed Metrolinx purchase of 53km of rail corridor. The City will continue to push for two-way all-day GO train service from Toronto to Kitchener to increase the connectivity of surrounding regional economies and to drive the attraction of talent, investment, and innovative companies. South Kitchener District Park Master Plan: In November 2013, city council approved a master plan for the development of a district park at the corner of Fischer Hallman and Huron roads to provide park facilities and leisure resources for the emerging residential communities of southwest Kitchener. Kitchener residents and stakeholder input have played an important role in shaping the planning for the proposed park. The master plan includes provisions for an indoor recreation complex, sportsfields for an array of user groups, treed park areas and a multi-use pathway system that establishes connections with the adjacent neighbourhoods. As planning and detailed design for the South Kitchener District Park advances, the master plan will continue to evolve to meet the needs of the southwest Kitchener communities. Leisure Facilities Master Plan Update: In the spring of 2013, the City launched the Leisure Facilities Master Plan (LFMP) Update as a basis to review strategic inputs, trends and perspectives on leisure services needs and delivery strategies. Community consultation and research as part of this process will be used to identify leisure services programs, facilities and delivery approaches for the next five-10 years. The LFMP Update, through a variety of recommendations, provides a road map of priorities for the City of Kitchener to consider for the development and delivery of a balanced array of leisure services. Transportation Master Plan: In June, 2013, the City of Kitchener Transportation Master Plan was approved by Council. This plan, the first of its kind for the City of Kitchener, integrates plans related to parking, traffic calming, cycling, multi-use pathways and trails, transportation demand management, strategic street improvements and urban design to create one single city transportation plan. This transportation master plan defines and prioritizes an integrated transportation system that is supportive of all modes of travel within the City of Kitchener, including walking, cycling and public transit. This plan works in conjunction with the Region of Waterloo initiatives that support this balance of transportation modes in the city. IF2 - 4 Monthly Financial Indicators: Financial indicators identified and approved by Council in May 2012. These will provide Council with information regarding actual performance versus forecast in areas of historic budget volatility. Redesign the city's enterprise and special events websites: In 2013, staff re-launched seven microsites adding them to the content management platform. The project included a redesign and rewrite of six existing websites and the design and writing of a seventh new site. These new sites allow staff content experts to update information themselves ensuring timely, accurate information is being shared with the public and builds in required accessibility features under the Accessibility for Ontarians with Disability Act legislation. E3 Fleet Rating: In 2013, the Fleet division successfully completed the required data collection and management protocols changes for the E3 Fleet Rating System; a program that evaluates and recognizes excellence in the green performance of vehicle fleets. The rating system measures 10 areas of performance and encompasses energy efficiency, emissions reductions and excellence in fleet management practices. Webcastinq of Council and Committee Meetings: Illustrating the city's commitment to transparency, accessibility and accountability, webcasting with single camera view for all standing committees, multi-camera view for Council meetings, and finally live streaming of both standing committees and council meetings was introduced in 2013. This has brought meetings to citizens and other stakeholders unable to attend in person and allows viewing from anywhere. During the meeting, staff create edit points for each agenda item; thereby allowing a member of public with the option to select only the portion of the meeting that they are interested in viewing. Online videos include links to meeting agendas, reports and presentations allowing viewers to see all supporting materials of interest. The Aud - Dom Cardillo Expansion: In 2011, Council approved an expansion at The Kitchener Memorial Auditorium. This added close to 1,000 seats to the arena's capacity, a third-level concourse with concessions and washrooms, a fourth-level media room and loft-style suites, and renovated team space, including upgrades to the dressing room, player services, offices and retail areas. The added seats will bring the capacity for hockey, including suites and standing room, up to 7,785. The newly renovated areas opened in October 2012. Trails Upgrade - Corporate Infrastructure Investment Fund (CIIF): The Asphalt Surfacing for Primary Trails project included asphalt paving for approximately four km of existing granular trails at Hearth Green / Lakeside Park, Henry Sturm Greenway and Homer Watson Park / Schneider Creek Natural Area. Primary Multi-use Pathways perform a city-wide function and are important transportation / commuter routes connecting communities, neighbourhoods, parks, community facilities, commercial sites, institutions and residential areas. Victoria Park Washrooms - Corporate Infrastructure Investment Fund (CIIF): Substantial completion of the new Victoria Park washroom facility was achieved by March 31, 20147 allowing the City to successfully leverage $200,000 of CIIF funding for this project. The washrooms were opened to the public in May 2014 permitting year round access for visitors. IF2 - 5 Talent Strategy (Digital Media): Economic Development has been successful in cultivating a multi-institutional collaboration with Conestoga College, the University of Waterloo, Wilfrid Laurier University and various private sector businesses that culminated in the development and approval of the Kitchener Studio project. This studio will build a foundation for digital media content and design within the region as well as establish Kitchener as a location full of creative talent. It will assist the community in attracting, locally developing and retaining a multitude of talent that businesses are looking for. The studio will provide a creative and collaborative environment and state of the art resources for students, businesses and the arts community, promoting innovation, imagination and showcasing local talent. By-Law Enforcement Service Level Review: The By-law Enforcement division undertook a service level review starting in 2012 and culminating with a presentation to Council in August 2013. The focus of the review was to inform Council of the various enforcement processes within the division and initiate a discussion on how adequate the current service levels are in terms of addressing community needs. The results of the review and presentation to Council were well received and served to reinforce the division's primary focus of supporting a healthy community through a compliance program that balances prevention and enforcement. People Plan Update: Consultation with staff to refresh the People Plan explored what is working well within the organization, the desired future, and how to get there. The initial 15 values were distilled down to three core values to guide how staff work with one another and the community. With six areas of focus, including the addition of accountability, the refreshed plan provides direction for the desired corporate culture of the organization - `where we want to work' - including specific `signpost' actions for improvement to be implemented over five years. VoIP and WiFi Upgrades: With the introduction of Cisco VoIP telephones and system, the City has added features and functionality including conference calling and corporate directory features to all users regardless of location. The new phone system provides a modern, solid foundation for future collaboration technologies. Convergence of voice and data networks has provided a higher capacity, more reliable single network. The new system has reduced reliance on off-premise extension (OPX) lines which reduces the monthly telecommunications costs. 911 call functionality has been greatly improved with proper address information sent to first responders and notifications sent to appropriate City staff when a 911 call is placed. Youth Forum: Four youth forums successfully completed. Unanimous Council approval was received to expand the Youth Forum for 2014/2015 school year in partnership with Rotary of Kitchener. Phase II of the Public Portal Module: Electronic drawing submission and plan review completed in 2013 for low rise residential (new single detached dwellings). Develop Corporate Sponsorship Policy: The Municipal Sponsorship Strategy was presented to Planning and Strategic Initiatives Committee in December 2013. The strategy outlined the benefits and risks of proceeding with the development and implementation of a formal, corporate-wide Municipal Partnership Program, and made specific recommendations on work to be completed prior to launching such a program. IF2 - 6 Customer Service Strategy — Phase 2: The Corporate Contact Center (CCC) expanded its hours of operation to 24/7 in March 2014. The MAStermind alarm monitoring program was moved to the CCC dispatch in May 2014. The City of Waterloo after-hours emergency services contract was signed and Service Level Agreements are in place for 2014/2015, to be reviewed annually. The e-Services Strategy was approved by Council in July 2014 and the Ping Street mobile application was launched in July with 1600+ downloads in first 60 days. The Next Four Years Work will continue into 2015 on nine corporate projects that are already in progress, including the Neighbourhood Strategy, the Customer Service Strategy, the Municipal Partnership Program and more. These projects will support ongoing innovation and continuous improvement in service delivery and help the city continue to meet evolving community expectations.
