SUBJECT: On-street Parking Regulations — Mitchell Street
RECOMMENDATIONS:
That parking be prohibited at any time from January 1 to March 31 on the south
side of Mitchell Street between Queen Street South and the east limit; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Transportation Services has received a request from a local resident to review the
existing on-street parking regulations on Mitchell Street between Queen Street South
and the east limit. The request cited concerns about the limited roadway width during
the winter months, due to the combination of on-street parking and snow banks as a
result of winter maintenance. The limited roadway width is creating difficulties for
residents entering and exiting their driveways during the winter months.
REPORT:
Currently, on-street parking is prohibited on the north side of Mitchell Street from Queen
Street South to the east limit and permitted on the south side of Mitchell Street from
Queen Street South to the east limit for a maximum period of two (2) consecutive hours
Monday to Friday 8 a.m. to 6 p.m., as outlined in the City of Kitchener Uniform Traffic
By-law No. 2007-138.

In order to address this request, Transportation Services surveyed the residents
regarding a proposal to prohibit parking at any time form January 1 to March 31 on the
south side (odd numbered houses) of Mitchell Street between Queen Street South and
the east limit. The survey results are as follows:
In favour of prohibiting parking at any time from
January 1 to March 31 on the south side of Mitchell
Street between Queen Street South and the east limit: 6 (75.0%)
In favour of leaving the current regulation as is: 2 (25.0%)
TOTAL 8 out of 12 - (66.7% responded)
As indicated above, 6 out of 8 respondents, or 75.0%, are in favour of prohibiting
parking at any time on the south side (odd numbered houses) of Mitchell Street
between Queen Street South and the east limit.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners,
including all orders of government, to create a culture of safety in our community." By
working with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $600 and will be taken
from the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM — This report has been posted to the City's website with the agenda in
advance of the council / committee meeting.
CONSULT - Residents were surveyed regarding this proposed parking prohibition
through a mail out sent in February 2014.
