SUBJECT: Noise Exemption —T14-093 New Dundee Sanitary Sewers
project
RECOMMENDATIONS:
That the City of Kitchener and its contractor(s) be exempt from the provisions of Chapter
450 Noise of the City of Kitchener Municipal Code Article 6 Construction Work during the
T14-093 New Dundee Sanitary Sewer project. The request for the noise by-law exemption
is between the hours of 7:00 p.m. and 7:00 a.m. for March 1, 2015 to June 30, 2015
BACKGROUND:
This project is for the construction of a new sanitary sewer along New Dundee Road between
Robert Ferrie Drive and Dodge Drive. The new sewer will be constructed through a method
called micro-tunnelling. This is a trenchless installation method for pipe; the only excavation
required is at manhole locations which function during construction as tunnel shafts. A boring
machine is pushed through the soil by the new pipe, creating the overall pipe length.
Tunnelling operations lend themselves well to 24 hour work while a bore is being
completed. During boring, any stoppage allows for relaxation of the surrounding soil around the
boring machine. This significantly increases friction forces during the restart of boring and
through the remaining boring, adding technical risk to the tunneling operation. Organic, non-
toxic fluids are used during boring to maintain pressure against the soil within the bore to
provide lubrication to the advancing pipe. Once lost due to an interruption, the pressures within
the fluid need to be restored.
Twenty four (24) hour activities will be limited to boring and support equipment. Hauling of
material will not be permitted between 7pm and 7am. All equipment used will have additional
sound suppression in the form of additional mufflers or constructed enclosures.

REPORT:
Due to the significantly high water table in this area the installation of the sanitary sewer along
New Dundee Road has been designed using a micro-tunnelling boring machine (MTBM). MTBM
is a remotely controlled method of construction and does not require personnel entry into the
tunnel. Further, this approach minimizes the risks associated with vibration, dewatering, ground
displacement and environmental impact. Concrete shafts are required at the MTBM entry/exit
point to place/remove the MTBM machine at the required elevation to drill through the soil and
install the sewer line. The shafts will be converted into manhole structures after the sewer line
construction is completed with manhole lids, chimneys, access ladders and platforms.
Generators are required to operate the grout pumps and the MBTM itself to facilitate the sewer
pipe installation.
The idling of construction equipment will be kept to a minimum, as well as equipment being
maintained in good working order to minimize construction related noise. In order to complete
the work and provide the necessary micro-tunnelling methods of completion a noise exemption
is required to allow the pumps to run as required for the work from March 1, 2015 to June 30,
2015.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners, including
all orders of government, to create a culture of safety in our community." By constructing using
MTBM risk to the environment is minimized.
FINANCIAL IMPLICATIONS:
None.
COMMUNITY ENGAGEMENT:
INFORM —The City and Consultant have communicated with the community and area residents
through notifications. These communications will continue with the five (5) affected area
residents in letter format to advise of the night work and generator/pump requirements.
The generators are "low whisper type" CAT or equivalent. The pumps and generator will be
situated behind the hoarding which should allow for noise absorption within the wood panels as
specified. The grout pumps, casts noise levels less that a running pick-up truck.
