CSD-15-024 - 2015 COMMUNITY GRANTS TIER 2 The Committee considered Community Services Department report CSD-15-024, dated March 17, 2015 recommending approval of the 2015 Tier 2 Community Grants and that specific organizations move to the Tier 1 grant process for the 2016 grant year. Ms. K. Woodcock presented the report, advising that 61 Tier 2 grant applications were received in 2015 requesting $422,425. in funding. She stated the Peer and Staff Review Committee assessed each application and recommends a total allocation of$190,765. divided amongst 51 applicants. She noted that with the proposed allocation, $1,469. remains in the 2015 Tier 2 Community Grant budget, adding an alternative funding source would need to be identified if grant funding allocations were to exceed the established budget of$192,868. Mr. Don Bourgeois, Community Representative, Peer and Staff Review Committee, spoke to the Review Committee's adherence to the Council Policy 1-525 (Community Investment);which sets out the expectation as to what should and should not be considered when assessing each grant application. Messrs. Mohamed Mursal and Bashir Abdi, Somali Canadian Association of Waterloo Region, appeared before the Committee to ask that consideration be given to approving their original request for a grant allocation of $15,000; rather than the Peer and Staff Review Committee's recommended grant of only $3,000. Mr. Mursal advised that the grant request would be applied toward costs associated with running: an after school homework program; youth sports and recreational programs; as well as annual and seasonal soccer tournaments. He indicated the funding would assist with building capacity to allow the various programs to grow and support more youths. A motion was brought forward by Councillor K. Galloway-Sealock to increase the grant allocation outlined in Report CSD-15-024 to the Somali Canadian Association of Waterloo Region, by$1,400. for a total grant of$4,400. Councillor Galloway-Sealock's motion was voted on and was Carried on a recorded vote, with Mayor B. Vrbanovic and Councillors S. Davey, D. Schnider, K. Gal loway-Sea lock, P. Singh, B. Ioannidis, F. Etherington, S. Marsh and Y. Fernandes voting in favour; and, Councillors J. Gazzola and Z.Janecki voting in opposition. Councillor P. Singh encouraged the Somali Canadian Association of Waterloo Region to explore the possibility of applying for funds from the City's Safe and Healthy Communities Advisory Committee. On motion, Councillor J. Gazzola brought the recommendation contained in Report CSD-15- 024 forward for consideration, as amended. COMMUNITY AND INFRASTRUCTURE SERVICES COMMITTEE MARCH 30. 2015 -16- CITY OF KITCHENER 1. CSD-15-024 - 2015 COMMUNITY GRANTS TIER 2 (CONT'D) In response to questions, Mr. M. May advised that groups who receive Tier 2 Community Grants have the option of posting information regarding their event on the City's website. He confirmed that it is currently the responsibility of each organization to post their information to the community calendar. A motion was brought forward by Councillor S, Marsh to add an additional clause to have grant recipients, where appropriate, post information about their events to the community calendar on the City's website. Councillor Marsh's amendment was then voted on and was Carried Unanimously on a recorded vote. The following motion was Carried Unanimously on a recorded vote. On motion by Councillor J. Gazzola- it was resolved: "That 2015 Community Grants Tier 2 in the amount of $192,165., be approved, as outlined in Appendix `B' of Community Services Department report CSD-15-024, and includes a one-time increase of$1,400. to the Somali Canadian Association of Waterloo Region grant allocation; and, That the following organizations be approved to move to the Tier 1 grant process effective the 2016 grant year: • Ahmadiyya Muslim Jama'at(World Religions Conference); • Association des Francophones de Kitchener-Waterloo; • Button Factory Arts; • DaCapo Chamber Choir; • Flush Ink Productions; • India-Canada Association of Waterloo Region (Meta Festival); • Kiwanis Club of Kitchener-Waterloo (Kiwanis Music Festival); • Latitudes Storytelling Festival; • LINK Picnic Festival; • Neruda Arts; • Our World Festival of Music; • Waterloo Chamber Players; and further, That where appropriate, grant recipients should be required to post information regarding their events to the community calendar on the City of Kitchener website." 2. INS-15-019 - ON-STREET PARKING REGULATIONS—DUNBAR ROAD The Committee considered Infrastructure Services Department report INS-15-019, dated March 11, 2015 recommending a stopping prohibition from 8:00 a.m. to 4:30 p.m., Monday to Friday, on the north side of Dunbar Road. On motion by Councillor Y. Fernandes- it was resolved: "That the Uniform Traffic By-law be amended to prohibit stopping from 8:00 a.m. to 4:30 p.m., Monday to Friday, on the north side of Dunbar Road from Duchess Avenue to Glasgow Street, as outlined in Infrastructure Services Department report INS-15-019." 3. INS-15-020 - ON-STREET PARKING REGULATIONS—MITCHELL STREET The Committee considered Infrastructure Services Department report INS-15-020, dated February 16, 2015 recommending a parking prohibition at any time from January 1 to March 31 on the south side of Mitchell Street. COMMUNITY AND INFRASTRUCTURE SERVICES COMMITTEE MARCH 30. 2015 -17 - CITY OF KITCHENER 3. INS-15-020 - ON-STREET PARKING REGULATIONS—MITCHELL STREET(CONT'D) On motion by Councillor Y. Fernandes- it was resolved: "That the Uniform Traffic Bylaw be amended to prohibit parking at any time from January 1 to March 31 on the south side of Mitchell Street between Queen Street South and the east limit, as outlined in Infrastructure Services Department report INS-15-020." 4. INS-15-021 - NEW DUNDEE ROAD SANITARY SEWERS—NOISE EXEMPTION The Committee considered Infrastructure Services Department report INS-15-021, dated March 11, 2015 recommending approval of a noise exemption request for the New Dundee Sanitary Sewer project. Mayor B.Vrbanovic and Councillor J. Gazzola left the meeting at this time. On motion by Councillor Y. Fernandes- it was resolved: "That the City of Kitchener and its contractor(s) be exempt from the provisions of Chapter 450 (Noise) of the City of Kitchener Municipal Code Article 6 (Construction Work), between the hours of 7:00 p.m. and 7:00 a.m. for the period from March 1, 2015 to June 30, 2015, during the T14-093 New Dundee Sanitary Sewer project, as outlined in Infrastructure Services Department report INS-15-021." 5. CSD-15-023 - NEIGHBOURHOOD PARKING REGULATIONS FOR SPECIAL EVENTS Mayor B.Vrbanovic and Councillor J. Gazzola re-entered the meeting at this time. The Committee considered Community Services Department report CSD-15-023, dated March 17, 2015 regarding amendments to Traffic and Parking By-law 2007-138 with respect to parking violations during special events. Mr. S. Turner reviewed the report, advising the proposed changes would provide a process whereby increased parking fines could be applied in residential areas during special events. Councillor K. Galloway-Sealock left the meeting at this time. In response to question regarding communication, Mr. J. Young agreed to include a notation regarding the increased parking fines in correspondence to residents in areas where this has been applied for a special event. On motion, Councillor P. Singh brought the recommendation contained in Report CSD-15-023 forward for consideration, with an additional clause directing staff to report back following Big Music Fest 2015 as to the success of the increased parking fines during special events. The following recommendation was Carried Unanimously on a recorded vote by all members present. On motion by Councillor P. Singh - it was resolved: "That a by-law be enacted to amend the Traffic and Parking By-law 2007-138 with respect to parking violations during special events, as outlined in Community Services Department report CSD-15-023; and further, That staff be directed to report back following Big Music Fest 2015 as to the success of the increased parking fines during special events and whether any changes need to be implemented to the proposed process." COMMUNITY AND INFRASTRUCTURE SERVICES COMMITTEE MARCH 30. 2015 -18 - CITY OF KITCHENER 6. INS-15-027 - SCHOOL RELATED TRAFFIC IMPACTS ON ADJOINING NEIGHBOURHOODS Pursuant to Chapter 25.10.9(J) (Procedure) of the Municipal Code, a motion was brought forward by Councillor Y. Fernandes to discuss the school related traffic impacts on adjoining neighbourhoods report, listed as an Information Item on the meeting agenda. Councillor Fernandes' motion was then voted on and was Carried. The Committee was in receipt of Infrastructure Services Department report INS-15-027, dated March 10, 2015 regarding a review undertaken by Transportation Services staff as to the increasing impact of vehicular traffic and parking in the vicinities of local school sites. Mr. J. Readman responded to questions from the Committee. 7. ADJOURNMENT On motion, this meeting adjourned at 4:24 p.m. C. Goodeve Committee Administrator
