McCormick, Manager, Parking Enterprise, (519) 741-2200 x 7155 WARD(S) INVOLVED: Ward 10 DATE OF REPORT: March 31, 2015 REPORT NO.: INS-15-034 SUBJECT:Preventative maintenance for parking equipment at Charles & Benton and Civic District Garages ___________________________________________________________________________ RECOMMENDATION: That the Director, Supply Services be authorized to execute a co-terminus preventative maintenance agreement with Wernaart Partners Smulders North America Incorporated (“WPS”) for parking equipment at the Charles & Benton and Civic District Garages, subject to the satisfaction of the City Solicitor. BACKGROUND: In 2004, following a public request for proposals (RFP) process, WPS was awarded a contract by Council for supply and installation of parking control systems for the City of Kitchener’s existing three (3) parking garages - City Hall, Duke & Ontario and Kitchener Market. Included and approved as part of this contract was a 15 year preventative maintenance agreement expiring August 31, 2020. Parking control systems include parking ticket dispensers at the parking entry gate, the automated payment systems used to validate parking tickets and the exit devices for validated parking tickets. The Parking Enterprise currently operates five (5) parking garages within the downtown. The Charles & Benton and Civic District Garages were recently built by the City of Kitchener. WPS equipment was installed in these two (2) most recent garages as part of the larger tender for those two projects. REPORT: Annual preventative maintenance is required to ensure the parking control software and equipment is functioning and working properly and consistently. There is a need to extend the current maintenance agreement with WPS to include the two (2) parking garages most recently constructed. The Director, Supply Services has been consulted on this recommendation and has authorized the sole sourcing of the maintenance to WPS in accordance with the provisions of the Purchasing By-Law. Given the value of the contract exceeds $125,000 over the life of the contract (to August, 2020) Council approval is required to execute the contract. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Strategic Direction: Ensure responsible use of public funds within a supportive policy framework. The City of Kitchener’s purchasing policies and practices ensure openness, fairness and transparency in the procurement of goods and services. FINANCIAL IMPLICATIONS: The expanded annual preventative maintenance program will be on the same terms and conditions as the original tender in 2004, save and except the term of the agreement which will be co-terminus with the original agreement expiring August 2020. The total average preventative maintenance expense for the two (2) additional parking garages is $23,726 per annum. The budget for this expense is provided for within the Parking Enterprise’s operating budget.
