CITY OF KITCHENER
The Arts and Culture Advisory Committee met this date, chaired by Peter Harris, with the following members
present: Martin DeGroot, Peter Hinchcliffe, Virginia MacDonnell Eichhorn, Sher DiCiccio, 3an Bockmaster; Annalee
Moore, 3ennifer Breithaupt, Denis Pellerin, Nicholas Rees, 3ohn Gazzola; 3oAnn Hutchison, Erina Harris. Regrets:
Ron Green, Robert Gissing, Don Chapman.
1. DELEGATIONS
1.1
Nicholas Rees, Volunteer Director of the City of Kitchener Industrial Artifacts Project
For the benefit of new members, Nicholas introduced himself and briefly provided information on
the background of the project. The mandate of the project is to preserve local industrial heritage
(including machinery).
· One of the bandsaws that was acquired in 2003 will be displayed at Huron Park (to be
renamed "Lippert Park'S. Renovation on the piece started last fall and will be completed in
Spring 2004-.
· Tt has been suggested that another piece, an "alligator shear", be placed at the entrance to
Victoria Park, following renovation of that entrance. Nicholas will meet with the landscape
architects involved in that project to discuss. A public meeting is being held on .lanuary 20 to
discuss plans for this part of Victoria Park.
· The Steam Engine donated last year, "Hazel'; is still housed at the Kaufman factory as the
owner is still awaiting a new tenant. Erina noted that an engineer has been hired to provide
an estimate as to the cost of moving the engine. Nicholas will keep ACAC members informed.
A huge project!!
· Several artifacts have been donated by Grand River Hospital, one of them being a "governor';
a speed control device that was used in an elevator. Unfortunately, the piece was unusable,
but Nicholas will be viewing another Governor this week which, hopefully, in better condition.
Nicholas was thanked for his presentation and left the meeting shortly after.
WELCOME AND APPROVAL OF MINUTES FROM DECEMBER 2003
Denis made a motion that was seconded by lan, to accept the minutes from the December
meeting as submitted. All were in favour; carried.
No changes were made to the agenda.
3. BUSINESS ARISING
3.1
Review of the ACAC Terms of Reference - Erina
· As requested by the Clerk's Department, Erina reviewed the Terms of Reference that had
been distributed to everyone at the December meeting. All amendments suggested by ACAC
members were filed. The document will be forwarded to Clerk's and Council for their
consideration in the spring.

NEW BUSINESS
CulturePlan II: The Action Plan - Erina
· ErJna distributed and reviewed information regarding the CulturePlan TT. She reviewed the
proposed timeline for the CulturePlan TT and asked for ACAC endorsement of the timeline.
· Erina circulated a list of the members of the CulturePlan TT Steering Committee. Martin has
been declared the Committee Chair and Erina will act as City Facilitator.
· A budget and job description for the consultant are being developed.
· The Steering Committee will report regularly to ACAC. ACAC will have the opportunity to
review.
· Tnterviews will be held starting in February. Jennifer Breithaupt, Jan Bockmaster and Peter
Harris volunteered to help with the interview process.
· Tt was asked whether ACAC would create its own set of recommendations for CulturePlan TT.
Tt was noted that, since the plan is being developed under the auspices of ACAC, that there is
no need for ACAC to develop a separate process.
· Tt was noted that parts of the old plan are still valid and it would be advantageous to build on
what has already been done rather than starting from scratch. The old plan will be carefully
reviewed to see what can transferred to the new plan.
· The public meeting will be advertised providing a venue for people to be included who do not
have "connections".
· A motion was made by John Gazzola that ACAC endorse the membership of the CulturePlan TT
Steering Committee as presented. The motion was seconded by Sher DiCiccio; all were in
favour.
ACTION:
Members were asked to provide Erina with individual projects to be included for
interviews. Erina will send out a reminder e-mail to members.
CAO Conference - Martin ("The Grand Gathering" May 13-16, Walper Hotel)
· Martin reported that plans for the conference are progressing. The planning committee is
looking locally for people to give presentations.
· A new support person has been hired and interviews have been conducted for a part time Co-
Ordinator to work from January to Hay.
· The event is a tri-city endeavour.
· Various sub-committees have been formed to take care of components such as fundraising,
hospitality, etc.
· The Mayor of Winnipeg will speak at Wilfrid Lauder on Friday, January 23, 2004, 7:00 pm in the
Maureen Forrester Recital Hall. "]magine A City..." The Role of Culture in Urban Development;
Admission is free (no tickets or reservations needed); seating is limited.
Available Space Art Project - Virginia
· Virginia circulated information on the project and, with Denis, provided an overview of the
initiative to ACAC members.
· The project is based on the idea of making vacant space or business space in Downtown
areas available to artists to display and/or use the space to create art. The artist would be
responsible for cleaning the space and otherwise getting it ready and having art set up for
the public to view or open to the public.
· This concept has revitalized the queen West area of Toronto - it helps to sustain and develop
interest in downtown areas.

· The next step in the project will be to put together a formal prospectus that can be presented
to landowners and business in the Downtown core (an area embracing Cedar Street to
Victoria Street and Duke Street to Charles Street) and to prepare information to be given to
interested participants. Will meet with KOR, downtown businesses to come on board.
· The idea was met with enthusiasm when it was presented to the Downtown Advisory
Committee. KDBA is interested in working to develop the project.
· Artists wouldn't be paid but would be able to sell their work and have free publicity. The
properties would be rented to the artist for a basic fee or rent-free, depending on the owner.
· Hope to have a committee of business owners, artists, etc. involved with this project.
· Would develop a set of guidelines/standards/policies.
· Art could be rotated so that there is always something new to see.
· Glen Richardson, IVlanager of Downtown Development and IVlichelle Schurter, Downtown
Project Co-ordinator will be involved with the initiative.
ACTION:
· ACAC members were asked to advise Virginia or Denis if they know of anyone who
may be interested in participating.
· Virginia will try to get stats from Toronto regarding positive feedback from the
initiative there.
REPORTS
Public Art Working Group Report, Virginia MacDonnell Eichhorn
· The 2003-2004- Artist-in-Residence commission is being finalized.
· A mission statement is being developed for PAWG.
· The Victoria Park Entrance Project has announced that it will develop a public art
component..
Downtown Action Committee - Denis
· The Terms of Reference were reviewed at the last meeting.
· Denis met with representatives of Oktoberfest, KDBA, Theatre & Co, Don Chapman and
Michelle regarding the proposal he made last fall (see Ttem 6.0 from the October 2003 ACAC
minutes). The idea of a "Harvest Festival" to coincide with Oktoberfest celebrations, is to
promote arts and culture as well as fall activities and events to try to bring families to the
downtown area and to promote the area (the region). The next meeting is set for February
16 to discuss how to proceed.
5.3 City of Waterloo Cultural Development Committee Rep
No report.

5.5 Staff Reports
5.5.1 Erina Harris, Arts and Culture CoOrdinator
· Erina is meeting with Corporate Communications to develop the Arts and Culture page of the
City's website with complete representation.
· Erina explained that the Council did not officially authorize ACAC to have a multicultural
representative and that Tsabel Cisterna did not submit her application to ACAC. Therefore,
Tsabel cannot be a voting member of ACAC without ACAC appealing formally to Council..lohn
suggested that he and Erina revisit options with Clerk's.
ACTION:
Erina and lohn will follow up with the Clerk's Department regarding membership to
ACAC for Isabel Cisterna. Erina will talk with Isabel to find out if she is still able to
take part in ACAC.
5.5.2
Don Chapman, Facilitator of Special Events
No report as Don was absent. However, it was noted that the Festival of the Night was a great
success and members were reminded of the 150th Anniversary Skating Party on Friday .lanuary
16t'.
5.5.3
3oAnn Hutchison - Acting Supervisor for Program and Resource Services
· .lo-Ann distributed volunteer recognition pocket calendars to any committee membes who
wanted one. The events outlined in the calendar are the one's that are of interest to Adults
50+ because the calendars are primarily for Adults 50+ who volunteer for the City. The
monthly rotunda openings, the Artist-in-Residence Program and special events are listed in
the calendars.
· There is no report from KOR as the committee hasn't met yet in the new year.
· The Woodworking Group met at the St..lerome's site to look it over. A report will be going to
Council in the near future.
· A staff team is going to the Homer Watson Gallery to tour the facility and to discuss possible
linkages.

OTHER
Denis suggested that ACAC take a tour of the Your Kitchener Store once settled in its new
location. The store will shortly be moving next door to the old PUC building. Tt was also noted
that Erina will co-ordinate a meeting regarding the Cultural Storefront with Martin, Denis, Peter
Hinchcliffe and Brenda Grimm in February.
7.0 AD3OURNMENT/NEXT MEETING
Denis made a motion to adjourn the .lanuary 2004 ACAC meeting. All were in favour; carried.
The next ACAC meeting will take place on February 10th' at 4:00 p.m in the Schmaltz Room at
Kitchener City Hall.
