That the final building permit drawings be reviewed and heritage clearance provided by heritage planning staff prior to the issuance of a building permit. Location map of 137 Queen Street South. 2 - 1 BACKGROUND: The Community Services Department is in receipt of Heritage Permit Application HPA-2015-V- 006, which is seeking permission to repair the brickwork and replace the two steeples at the property municipally addressed as 137 Queen Street South. REPORT: The subject property is located on the southeast side of Queen Street South between Church Street and St. George Street within the Victoria Park Heritage Conservation District (VPHCD), which is designated under Part V of the Ontario Heritage Act. The existing church is identified as a highly-significant example (Group A) of the Gothic Revival architectural style in the VPHCD Plan. The church was built circa 1889 of buff brick, with newer additions constructed to the side and rear yard. Photograph of the front fagade of 137 Queen Street South. Note that the right steeple is missing due to the exterior damage. Reconstruction of Brickwork and Steeple Replacement Recently, a severe storm caused damage to the roof, bricks, and steeples on the front elevation (Queen Street South) of the building. The right steeple was torn off the building and the brickwork in the area was damaged. The applicant is proposing to repair the brickwork on the right steeple, and replace the two steeples on the front elevation. The applicant has assured that all attempts 2 - 2 have been made to match the style of the original steeple and masonry, and that the brickwork to be repaired will be salvaged from the existing building. In reviewing the merits of the application, City staff note the following: ■ the subject property is identified as a Group A property in the Victoria Park Heritage Conservation District; ■ the steeple and masonry were damaged due to natural causes; ■ the replacement steeple has been designed to match the original steeple; ■ salvaged buff brick will be used to repair the masonry forming the pillar of the steeple; and, ■ the alterations will not detract from the character of the Victoria Park Heritage Conservation District or the integrity of the Queen Street South streetscape. As a result, Heritage Planning staff are of the opinion that the alterations will not impair or negatively impact the value of the property or integrity of the district. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The processing of Heritage Permit Applications supports the `Quality of Life' Community Priority of the City of Kitchener Strategic Plan by helping conserve the community's unique heritage and promoting culture as both an economic driver and a central element of a healthy community. Heritage Permit Applications also support the `Development' Community Priority to honour and protect our heritage.
