KITCHENER CYCLING AND TRAILS ADVISORY COMMITTEE MINUTES

Kitchener Cycling and Trails Advisory Committee met on this date commencing at 4:10 p.m.
Present: Ms. M. Generoux, Ms. G. Mitchell, Ms. V. Van Cappellen, Ms. S. Taka,
Councillor Y. Fernandes, Ms. D. Chapman, Messrs. M. Boos (Vice-
Chair), T. Boutilier, L. Chandler, P. Dedes (Chair), D. Hoshowsky, D.
Kropf, and K. Young.

2. APPROVAL OF MINUTES OF THE MEETING OF MARCH 10, 2015

That the minutes of the March 10, 2015 meeting be approved.
Motion by: Mr. Young
2. KOLB GREENWAY, ROTHSAY AVENUE, AND BALZER GREENWAY SWM &
TRAIL RECONSTRUCTION
Mr. OBrian described the trail projects and stormwater management projects that
will be taking place.
Kolb Greenway:
A trail running along Kolb Creek. An environmental assessment was done to
explore the effects of flooding, and a preferred option was identified. Mr. OBrian
said that he would provide details for the public information session.
Ms. Van Cappellen asked why anyone would oppose the construction. Mr.
OBrian responded that the land needed for the trail is currently being used as a
park by residents.
Mr. Boos inquired about the proposed crossing at Homer Watson. Mr. OBrian
answered that the crossing would be under the bridge.
Mr. OBrian described construction points and identified barriers to getting started
at each of those points. He stated that
the committee with more details.
Rothsay Avenue:
Trail construction will coincide with road reconstruction.
3. WALTER BEAN TRAIL UPDATES
Mr. Boutilier asked how gaps in the trail network will be addressed. Mr. OBrian
answered that the gaps would remain until there is any reconstruction in the
area.

4. INFRASTRUCTURE UPDATE
Mr. Pimentel provided the committee with the dates, times, and location for
Public Information Centres for Union Street, East Avenue, and Stirling Avenue.
Mr. Young relayed to the committee some feedback he had heard from residents
regarding the road diet on East Ave.
Mr. Pimentel noted that construction on Stirling Ave might have to wait until 2016
due to conflict with LRT construction and detour routes. Mr. Readman remarked
that the City is still pushing to have it completed this year but it might not be
possible due to the conflicts.
Mr. Pimentel gave the committee an update on Westheights Drive and the Public

Information Centre that was held on Wednesday March 25, 2015.
Mr. Dedes asked the Infrastructure and Technical Sub-Committee to put together
a written report and presentation regarding their rational for supporting the
projects mentioned above.
5. CAN BIKE INSTRUCTOR CERTIFICATION
Mr. Pimentel provided the committee with a description of the CAN BIKE
Instructor Certification course and asked committee members who would be
interested in getting their certification. He also mentioned the possibility of slowly
reimbursing members for the cost of the course every time they use their
certification to help.
6. BIKE KITCHENER UPDATE SUZIE TAKA
Ms. Taka went over the list of events that Bike Kitchener will be having a booth at
this summer as well as the rides that have been planned. She asked that
committee members volunteer to be leads and sweeps for the rides.
7. IMPAcT UPDATES
Mr. Pimentel gave a description of IMPAcT as well as information that was
discussed at their last meeting; including Bill 31, Thumbs up Waterloo Region,
etc. He stated that he would pass along more details regarding MTO funding.
Ms. Taka noted that larger scale projects and larger populations will have priority
when it comes to funding. Mr. Boutilier mentioned that a larger project would
have to be something that is beneficial to the entire network. Mr. Boos said it
would be useful to have the Infrastructure and Technical Sub-Committee look
into the above items.
8. SUB COMMITTEE UPDATES
The Planning, Evaluation, and Governance Sub-Committee
Mr. Chandler informed the committee that the sub-committee had discussed the
gas tax and trail prioritization with Mr. Joseph. The sub-committee was

wondering what the gas tax money was being used for. Ms. Van Cappellen
asked if they could get a list of the projects being funded by that tax, and asked
if you had to apply to get the tax funds allocated to your project.
Mr. Readman explained the process for allocating the gas tax funds and said he
would talk to finance staff to get more details.
The Education, Safety, and Promotion Sub-Committee
Ms. Mitchell informed members that the sub-committee had discussed Bike Fest
and had begun to make plans for the event.
Mr. Pimentel said that Grand River Hospital was he first vendor to submit their
application.
Ms. Mitchel asked how many venders should be at the event and if non-cycling
related vendors should be allowed. Ms. Taka said that a priority list should be
made and non-cycling vendors should only be allowed if there are not enough
cycling venders. Councillor Fernandes asked how much space there was to
accommodate the vendors. Mr. Pimentel said it would have to be measured to
know for sure.
The Councillor also asked committee members to volunteer at Bike Fest since it
is supposed to be a Committee run event.
The Infrastructure and Technical Sub-Committee
Mr. Kropf asked for an update on winter maintenance plans. Mr. Readman
mentioned that a winter priority network is currently being investigated as a
preferred option for winter maintenance. Trail clearing around school is also
being looked at but would have to be coordinated with schools to clear from the
trail to the school.
Another point of conversation for the sub-committee was wayfinding and the
naming/numbering of trails. This discussion will continue at the next sub-
committee meeting.
Mr. Boos mentioned a meeting that had taken place where each municipal
cycling committee was asked to identify major cycling routes.
9. QUESTIONS AND OTHER ITEMS
Ms. Mitchell informed the committee of a party being hosted by Recycle Cycles
Mr. Boutilier noted that Waterloo Regional Police are holding a bicycle auction
and requested that the committee recognize the passing of Mr. William Sleeth.
