SUBJECT: NOISE EXEMPTION REQUEST—YOUNG PRESIDENT'S
ORGANIZATION, BINGEMANS PARK
RECOMMENDATION:
That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code be
granted to the Bingemans Park between the hours of 5PM and 11 PM on June 5, 2015.
BACKGROUND:
The Young President's Organization (YPO) Grand River Chapter is hosting a family day event
that will take place outside and will include live music. Thus they are requesting an exemption
from the City's Noise By-law (Chapter 450).
REPORT:
The YOP Grand River Chapter will be hosting an outdoor event for their members and members
families on June 5th 2015. The family orientated event is being held at Bingemans Park and will
include amusement rides and a live band that will be performing outdoors between the hours of
5pm and 11 pm. See the attached map for the performance stage.
The By Law enforcement division has responded to noise complaints regarding loud music
coming from this venue in the past. Concerns have been received from different residential
areas around Bingemans Park, from the opposite side of Victoria Street to the Kiwanis Park
area. Staff are making arrangements to have an onsite contact person during the event to help
address any concerns that may arise.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The aforementioned amendments support the Community Priority of Quality of Life, as
contained in the City's Strategic Plan.
