SUBJECT: Canada 150 Community Infrastructure Program (CIP 150)
Contribution Application
RECOMMENDATION:
THAT the following project applications be approved to be submitted in priority sequence for
consideration under the Canada 150 Community Infrastructure Program (CIP 150):

AND F U R T HER THAT the Deputy CAO, Infrastructure Services be authorized to sign a Landlord
Authorization form for submissions made by The Centre in Square to improve a City facility.
BACKGROUND:
On May 15, 2015, the Economic Action Plan 2015 announced the Canada 150 Community Infrastructure
Program (CIP 150). The CIP 150 is a federal approach to celebrating Canada's 150th anniversary. Under
the theme "Giving back to Canada" CIP 150 is meant to support the rehabilitation, renovation and
expansion of existing public infrastructure facilities such as community centres, recreational buildings,
local arenas, cultural facilities and other community facilities. This is expected to strengthen public
infrastructure and provide economic benefits in communities across Canada.
The CIP 150 is a two year program with total funding of $150M. The allocation dedicated to Southern
Ontario is $44.4M. CIP 150 funding is available to a number of organizations including municipalities,
First Nation governments, not - for - profit entities, provincial entities providing municipal -type services, and
public- sector bodies wholly owned by a municipality. Eligible project categories include community
centres, recreational facilities, cultural centres, tourism facilities, parks, trails, libraries, and other existing
community infrastructure assets that have a local community impact such as roads and water /wastewater
infrastructure.

Any of the above mentioned eligible recipients is able to submit as many projects as they wish, but must
prioritize projects through resolution if they are submitting more than one project. There is a $1 M cap on
the amount of funding that a single project may receive. Priority may be given to smaller scope projects.
The CIP 150 will fund a maximum of 50% of any eligible project costs, although priority may be given to
projects that require a contribution of only 33.3 %.
Eligible project costs include consulting, construction and public announcement costs incurred between
April 1, 2016 and March 31, 2018. Failure to substantially complete a project by March 31, 2018 may
mean that the funding from CIP 150 is reduced or completely cancelled. The application deadline to the
CIP 150 is June 9, 2015.
This report recommends projects and the associated priority order to be submitted by the City of
Kitchener for consideration of the CIP 150. It also authorizes staff to sign the form required by the CIP
150 for the application for funding of projects being proposed by The Centre in the Square.
REPORT:
In preparing recommendations for this report, staff reviewed the guidelines provided regarding the CIP
150, the 10 -year capital budget forecast, and other masterplans /studies /reports that have been presented
to council. The CAO and Deputy CAOs met to identify a short list of projects to be recommended for
submission. Below is a listing of the criteria that will be used to evaluate projects followed by a summary
of each project being recommended.
CIP 150 Evaluation Criteria
1. Incrementality: Applicants are required to attest, in conjunction with their project application, that
the work to be undertaken is an incremental construction activity that would not otherwise have been
constructed or constructed as quickly, were it not forfunding from the CIP 150.
2. Project Readiness: All projects will need to provide information to determine if the project is
construction -ready and likely to be substantially completed by March 31, 2018. Priority may
be given to projects that can be completed by June 30, 2017.
3. Extent to which Other Funding is Leveraged: The ability for a given project to leverage
66.6% of project funding from other sources may be considered when making project decisions.
4. Link to Canada's 150th Anniversary: Applicants will need to outline how their infrastructure
improvement project is linked to Canada's 150th anniversary. For example, does the project
contribute to modernizing Canada's infrastructure, do the upgrades provide long -term benefits to a
community, does it have historical significance related to Confederation, or will its improvement
contribute to celebrating Canada's 150th anniversary.
5. Project Scope: In order to ensure that projects can be completed within the program
timeframes and that the program benefits are shared broadly, priority may be given to smaller -
scoped projects.

Project Summary
Expand the implementation of Wi -Fi and Public Internet access at City
facilities and public spaces
Project Rationale
The expansion of public Wi -Fi Internet at City facilities and in public
spaces will support the objectives of connecting Canadians, enabling
digital government and increasing digital literacy among Canadians
using City facilities and public spaces. Economic opportunities will
also be created by providing key facilities with features such as Wi -Fi
and public Internet as this will attract business and community
focused events that rely on wireless Internet connectivity.
Sites anticipated for expansion of public Wi -Fi Internet include the
Kitchener Memorial Auditorium, the Victoria Park Pavilion, major
parks and community arenas.

If a qualified participant wishes to make application for a project in a City -owned facility, the applicant
must receive approval from the City of Kitchener. The applicant files their own application and there is no
cost to the City.
The Centre in the Square is proposing to submit an application for deferred capital works and will require
authorization from the City of Kitchener given that the City is the owner of the property. Delegation of
authority to execute the related documentation forms the basis of the second recommendation in this
re po rt.

FINANCIAL IMPLICATIONS:
Under a program such as the CIP 150, the City of Kitchener is able to leverage City funding to do
more work than if the City were required to completely fund the project on its own. The City stands to
receive up to $1 M in federal funding through the program. Depending on the project selected by the
federal government, if any, the requirement for new matching funds from the City could range from
$250,000 to $2M. This new funding requirement would necessarily become the first priority for additional
funding in the 2016 capital budget process.
