Tarling, Director of Legislated Services/City Clerk, 519-741- 2200, ext. 7809 WARD(S) INVOLVED: All DATE OF REPORT: May 14, 2015 REPORT NO.: FCS-15-076 SUBJECT: Appointments to Aeronautical Noise Advisory Committee (2014-2018) ___________________________________________________________________________ RECOMMENDATION: That the recommended candidates for three (3) citizen vacancies on the 2014-2018 Aeronautical Noise Advisory Committee be approved, as attached to staff report FCS-15- 076 in Appendix ‘A’. BACKGROUND: On December 1, 2014, Council appointed citizens to various advisory committees, boards and special committees for the current term including the Aeronautical Noise Advisory Committee (the Committee). At that time, one (1) community representative was appointed along with one (1) elected official and one (1) elected official alternate. The community representative appointed by Council in December declined the appointment so staff was directed to do additional recruitment in order to fill that vacancy. Staff first reviewed those applicants from the initial application process who had expressed interest in this Committee but had not been appointed to an advisory committee. Because there were no applicants meeting this condition, staff used various means to recruit for the committee from January 8 to February 6, 2015 including both the City’s and the Region’s websites, social media, and via the neighbourhood associations in those areas affected by the airport flight paths as well as via a City staff person’s volunteer radio spot. Unfortunately, no applications were received. At the March 23, 2015 Council meeting, Councillor J. Gazzola requested additional time to solicit applications from members of the public but agreed to be the second representative on the Committee if no community representative could be found. Subsequently, an article appeared in The Record on April 9, 2015 concerning the Committee’s need for a community representative and generated a great deal of interest on the part of citizens to apply for the Committee. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 3. - 1 REPORT: In response to The Record article, staff was contacted by approximately forty-two (42) citizens indicating an interest in applying to serve on the Committee. Each individual was sent the Terms of Reference for the Committee along with an application form as well as instructions on how to submit their applications. In total, twenty-nine (29) people submitted applications for the Committee by the April 24 deadline. At the April 27, 2015 Council meeting, staff was directed to convene the Nominating Committee to review the submitted applications. The members of the Nominating Committee are: K-W Community Foundation (Director of Philanthropic Services), K-W Multicultural Centre (Executive Director), K-W United Way (Chief Executive Officer), Capacity Waterloo Region (Executive Director), and . Greater K-W Chamber of Commerce (President/Chief Executive Officer) Supported by City staff, the Nominating Committee met on May 14, 2015 to review the twenty- nine (29) applications taking into account the Terms of Reference for the Committee as well as: 1) Applicants’ home locations in relation to the airport; 2) Applicants’ expertise and interest in the airport and associated issues as outlined in their applications; and 3) Applicants’ ability to represent citizens affected by the airport. The Terms of Reference for the Committee entitles the City of Kitchener to have four (4) voting representatives and gives the City the option for determining the split between the number of elected versus community representatives. Since there was such a high volume of interest for the Committee, the members of the Nominating Committee are recommending the City fill its full slate of representatives by appointing three (3) community representatives in addition to the previously appointed elected official representative. A listing of applicants for the Committee is presented as a suggested slate for Council’s consideration and is attached as Appendix ‘A’. Also attached is Appendix ‘B’ which is a listing of applicants not designated to the Committee. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Quality of life – A city where everyone has a place. Diversity – Offer ample opportunities for inclusion. Citizen engagement. FINANCIAL IMPLICATIONS: None at this time. Applications were in response to an article written in The Record. COMMUNITY ENGAGEMENT: INFORM – This report has been posted to the City’s website with the agenda in advance of the council / committee meeting.
