SUBJECT: Appointment to Property Standards Committee (2014-2016)

RECOMMENDATION:
That Margaret Johnston be approved to fill the one (1) current citizen vacancy on the
2014-2016 Property Standards Committee.
BACKGROUND:
On December 1, 2014, Council appointed citizens to various advisory committees, boards and
special committees for the current term including the Property Standards Committee (the
Committee). At that time, four (4) citizens were appointed to the Committee. Since that time,
one individual has resigned from the Committee, creating a vacancy.
Staff reviewed the applicants from the initial application process who had expressed interest in
this Committee as either their first, second or third choice and found all those applicants have
been assigned to a committee. Though not ideal, staff was prepared to continue with only three
(3) members and so did not contemplate advertising to fill the vacancy. Recently, an expression
of interest for the Committee came forward from Ms. Margaret Johnston.
REPORT:
Chapter 665.5.1 of the Municipal Code indicates the Committee shall be composed of at least
three (3) persons who either reside, work or own property in the City but Council has always
appointed four (4) persons to the Committee. Since quorum is two (2) members, staff
endeavours to ensure three (3) of the four (4) members attend each meeting and rotates the
members from meeting to meeting. Having four (4) members on the Committee ensures
quorum will be met and meetings will not be delayed should a member be unavailable.
Given that all previous applicants for the Property Standards Committee have been appointed to
a committee and Ms. Johnston has expressed an interest in serving on the Committee, staff is
recommending that the City forgo advertising and appoint Ms. Johnston to serve as the fourth
