I have spoken to Mayor Vrbanovic about making a 10 presentation to Council about setting up a Monument to
commemorate the service of Kitchener and Waterloo Region citizens in the former Yugoslavia (Bosnia and
Hertzegovina) Haiti and Afghanistan. I have attached documents explaining what the project would be. Since
I shall be asking for a grant from City Council, I thought I should present to the Finance and Corporate services
Committee first.
The Prime Minister's Office (PMO) has offered 250 deactivated Light Armoured Vehicles (LAV) to
communities to be set up as monuments. The Royal Highland Fusiliers of Canada, Waterloo Region's Reserve
Army infantry unit has taken an initiative to apply for one for Kitchener. We need City appproval to go ahead
with this project. We shall be asking for up to $10,000 from the 2016 budget. We recognize that it is not in the
budget for 2015, that's why we are asking for the grant in 2016.
Please put me on the agenda for the June 15th meeting. Hopefully I can convince the committee to recommend
that I make a similar presentation to Council at the June 29th meeting.

Canada Company Leads Civilian Program to Provide
LAV III Monuments to Canadian Communities
November 5,2014, Ottawa, Ontario.....Canada Company today announced that it would be the program
manager for a National Monument Program which will provide LAV III (Light Armoured Vehicles)that
were used by the Canadian Armed Forces in Afghanistan to qualifying communities throughout Canada.
"Canada Company is pleased to lead this civilian led program to recognize this generation of Canadian
Veterans by providing the vehicles that they used in Afghanistan over the past decade as a memorial to
their service." said Blake Goldring, founder of Canada Company and the Honorary Colonel of the
Canadian Army.
The program will be managed by Canada Company and communities that wish to receive a LAV III

Mr. Goldring further observed: "Many of the monuments in Canada are more than 70 years old and are
not relevant to this generation. The LAV III Monument program gives communities throughout Canada
an opportunity to recognize the sacrifices of members of the Canadian Armed Forces in a very powerful
and enduring way.”
The selection of qualifying communities will be made by a LAV III Monument Selection Committee
composed of eminent Canadians, the majority of which are Afghanistan veterans. The LAV III
Monument Selection Committee will be chaired by Maj Gen (ret'd) David Fraser, a former Canadian
Commander of Afghanistan South in 2006. Fraser noted: "As a veteran of Afghanistan, my fellow
members of the Canadian Forces are moved by the recognition by communities throughout Canada of
my generation's contribution to preserving the security of Canadian society. The LAV III is a powerful
and enduring symbol of our Afghanistan mission for all veterans."
The Government of Canada and General Dynamics Land Systems Canada have partnered together to
provide the first LAV III Monument prototype to be delivered at no charge to the community selected by
the LAV III Monument Selection Committee. Application deadline for the first LAV III Monument is
January 31, 2015 and all applications will be accepted online only at.www 1.2 vr.no nL.J„i,rne„n1.:; c„ . All other
LAV III Monuments (including assembly, transportation, and installation)will be funded by the
communities and sponsors working with Canada Company and applications that qualify will be dealt
with on a first come first serve basis. For more information about sponsoring the LAV III Monument

The LAV III Monuments will be assembled by volunteers and college students in various programs
related to manufacturing and automotive programs at Canadian colleges. The volunteers and students
may include Afghanistan veterans as part of the Government of Canada's Helmets to Hardhats program.
The initial LAV III Monuments will be assembled by Militex and students from Fanshawe College (a

college that will participate in the program). Peter Devlin,the President of Fanshawe College and the
former Commander of the Canadian Army(Lt-Gen. (ret'd)), commented, "As a retired member of the
Canadian Armed Forces and President of Fanshawe College I am pleased that our students and our
veterans will have an opportunity to participate in this program to recognize the service of our fellow
Canadians in Afghanistan. Fanshawe is proud to be the first college to work on the LAV III Monuments
that were originally built and assembled right here in London."

Subject to Government of Canada approval, it is anticipated that as many as 250 LAV III Monuments may
be made available to communities across Canada over the next 3 years. However, there is no guarantee
that a community will be selected and receive a LAV III Monument unless expressly advised by Canada
Company in a written notification.

Background Information for the LAV III Monument Hro�ram „z
What are the key requirements to be considered for a LAV III Monument?
Communities that qualify for a LAV III Memorial are responsible for the transportation
(from London, Ontario) and the installation of the awarded unit. Installations require the
ownership of an approved property as well as the preparation of the site with a concrete
pad built to the specifications provided by Canada Company. Communities are also
responsible for a set of terms and conditions which include responsibility for
maintenance of the memorial as well as use of the memorial in education programs. It is
envisioned that the cost to the Community will range from $5,000 to $20,000 depending
on the location of the community. Applications must be made by or on behalf of
communities in Canada. Applicants will be notified of the receipt of their application as
well as the status of their application after 90 days of receipt of their application.
What is a LAV?
A LAV is a Light Armoured Vehicle used by Canadian Forces in Afghanistan.
What is a LAV III Monument?
A LAV III Monument is constructed from pieces of old LAV Ills that have been declared
surplus by the Canadian Government as part of the LAV III upgrade program. They are
not functional.
How is a LAV III Monument constructed?
A LAV III Monument is constructed from surplus pieces of old LAV Ills that have been
welded together with other pieces fabricated by volunteers and students to complete an
entire LAV III replica. The LAV III Monument is not functional.
Is the LAV III Monument the same as a regular LAV III?
A LAV III Monument is very similar to an actual LAV III and is constructed from many of
the original components. It is the outer shell of a LAV III and has no functional
components.
Who makes the LAV III?
The LAV III is made by General Dynamics Land Systems Canada in London, Ontario,
Canada.
How does a Community receive a LAV III Monument?
A community that qualifies may receive a LAV III Monument by applying to this
site's online application.
Who decides whether a Community qualifies?
Qualifying communities are selected by the LAV III Monument Selection Committee
which is primarily composed of Afghanistan veterans. The Committee is chaired by Maj
Gen (ret'd) David Fraser, a former Canadian Commander of Afghanistan South in 2006.
