Included in this plan is the recommended implementation of on-road cycling facilities for East Avenue between Frederick Street and Borden Avenue. Additionally, the Region of Waterloo recently reconstructed Frederick Street and incorporated on-road cycling facilities that are intended to connect with future on-road cycling facilities for East Avenue. City staff have been reviewing East Avenue with the interest of providing a roadway corridor that will be safer for all road users. ***This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 11 - 1 REPORT: East Avenue is designated as a major collector roadway in the City of Kitchener Official Plan. It links several community neighbourhoods and serves as an east/west connection between Frederick Street and Borden Avenue. The function of this roadway is to collect traffic from the local and minor collector roads and distribute it out to various destinations and arterial class roadways. East Avenue is a four lane road with a pavement width ranging from 11 meters to 12 meters and a speed limit of 50 km/h as per the Uniform Traffic By-law. Furthermore, East Avenue is well below capacity and operates primarily as a two lane roadway as evidenced through intermittent on-street parking in the curb lanes. Based on the current parking regulations along East Avenue, there are approximately 155 on-street parking spaces between Frederick Street and Borden Avenue. The recommended design plan would eliminate on-street parking on one side of East Avenue, resulting in approximately 85 on-street parking spaces. This results in an approximate loss of 70 on-street parking spaces, most of which occurs between Glendale Road and Frederick Street. City staff conducted a number of parking studies that counted the number of vehicles parked along both sides of East Avenue. The primary focus of the study was to count the number of vehicles parking on various roadways around The Aud. A three (3) year collision history was completed for East Avenue which shows a total of 6 reported collisions. East Avenue is classified as a major collector roadway, resulting in bicycle lanes being recommended as the most appropriate cycling facility in this case. Bicycle lanes provide adequate separation between cyclists and motorists on a roadway with the traffic volumes and speeds on East Avenue. The proposed bicycle lanes would link with the existing bicycle lanes on Frederick Street. 11 - 3 By providing bicycle lanes on East Avenue it is anticipated that a decrease in speeds would result. Pedestrian safety would be greatly increased, with a reduction in the number of travels lanes they would be required to cross. Attracting multi-modal trips to The Aud, Knollwood Park and other surrounding pedestrian generators, is essential in reaching the goals of the Kitchener Growth Management Strategy. Transportation Services staff held a drop-in format public information centre on April 21, 2015 at The Aud. Affected citizens attended to review and comment on the proposed traffic and pavement marking plan. The meeting was attended by approximately 40 citizens, which included three (3) members of the Kitchener Cycling and Trails Advisory Committee. There were a total of nine (9) comment forms received. Below is a summary of the comments received: • 5 comment forms did not indicate their position on the proposed bike lanes • 5 comments forms indicated speed as a major concern • 4 comment forms indicated on-street parking as a major concern • 3 comment forms indicated concerns around capacity of roadway during events at The Aud (including Kitchener Ranger games) • 3 comment forms indicated their support of the proposed plan • 1 comment form indicated opposition to the proposed plan Through the cyclin nkitchener.ca email account, Transportation Services has received 25 emails from residents within the Region, that indicate support of cycling infrastructure being implemented throughout the City. These comments have been provided in Appendix B - Comments received from citizens of the Waterloo Region in support of implementing cycling infrastructure within the city. Transportation Services staff met with both the Director of Enterprise Division and the Manager of The Aud and Arenas, to discuss the proposed plan for East Avenue. Concerns were raised around the proposed reduction in travel lanes in front of The Aud, which would further add to the existing congestion concerns. It was noted that while Kitchener Ranger attendees are fairly familiar with the various ways of accessing The Aud, congestion in the area of The Aud is still prevalent. This congestion is further exasperated by the presence of shuttle buses on East Avenue along the frontage of Knollwood Park. For larger events such as concerts where the attendees may not be as familiar with the operations in the area, significant congestion is created on East Ave. The current provision of four (4) lanes in this area greatly assists to alleviate this congestion by allowing turning vehicles accessing The Aud to use the curb lane while regular traffic can get by in the middle lane. As a result of the meeting, it was suggested to delay the implementation of bike lanes on the portion of East Avenue between Borden Avenue and Stirling Avenue until the regional LRT is operational. The provision of the ION is anticipated to reduce vehicle demand to The Aud. Once the ION is fully functional, and vehicle demand is reduced, bike lanes can be implemented through the reduction of travel lanes in front of The 11 - 4 Aud. Transportation Services staff understands the concerns raised by the Enterprise Division and have agreed to not implement bike lanes between Borden Avenue and Stirling Avenue, until such time where vehicle demand is reduced with the addition of ION. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. "Work with partners, including all orders of government, to create a culture of safety in our community." By working with the neighbourhood, advisory committees and internal staff, environmentally sustainable, safe and affordable options for getting around the city have been addressed. FINANCIAL IMPLICATIONS: The proposed pavement marking changes and on-street parking changes will come from the cycling capital budget, with an approximate cost of$20,000. COMMUNITY ENGAGEMENT: INFORM — This report has been posted to the City's website with the agenda in advance of the council / committee meeting. CONSULT — a public information centre was held in April 2015, which saw approximately 40 area residents attend. From the public information centre, nine (9) comments forms were received and comments incorporated into this report. CONCLUSION: Transportation Services staff are recommending that bike lanes be installed on East Avenue between Frederick Street and Stirling Avenue, which results in the loss of on- street parking on one side of the roadway as well as reducing the number of travel lanes from four (4) to two (2). Furthermore, it is recommended that four (4) travel lanes remain between Stirling Avenue and Borden Avenue and sharrows be implemented in this area. Staff will investigate the implementation of bicycle lanes in this section once the ION is fully functional in 2017. Even as a driver,I would munch prefer buffered bike lanes on the roads so that cyclists are safer and have a path to go on,without making me feel nervous driving by them. Dear Members of Council and staff, So I drive a lot to get out of the city since I work all over the province,but when I'm around town I find it much easier to ride my bike most places,it's less stressful and cheaper to boot. I especially ride along the iron horse and improving the intersection at Courtland and Stirling would be a huge boon to many people that use that intersection.Right now we're supposed to dismount our bikes and use the crosswalk. There's not enough room if people are waiting at the bus stop in front of the plaza and honestly it's like asking people to get out of their cars and push.No one is gonna do it. I would especially like to see Stirling reduced in lanes,right now people treat it as a speedway for no real good reason and 4 lanes are seriously under- utilized.The only consideration is leaving room for the school buses that use it and to ensure that clear markings are made for cyclists to follow. In my opinion the city doesn't do enough for people that walk or cycle in the winter. The busy paved trail running from the Iron Horse to the food basics plaza on Highland road goes unplowed despite the fact that everyone that uses it pays property tax. There are many other examples all around the city where it seems the only priority is to ensure that drivers can get around but everyone is a pedestrian at some point in their commute.even if it's just walking across the parking lot. I believe the impact of these projects-across the City could be profound in building public support for better cycling infrastructure over time a study in the US found that 759`p of residents ,xho lived near protected bike facilities supported building more elseNvIlere- I'm particularly excited that vve could see ri facilities in my neighbourhood.on East Ave-it would be an important route for many to get to Knoll xood Park,Sheppard School-and the Auditorium-and link the Frederick St bike lanes with the future Cycling Master Plan route on Krug-I would strongly encourage the City and the Region to work together to also ensure these facilities have a great connection to the proposed protected bike lanes on Ottawa Street- Cycling facilities and traffic calming on Union Street betNveen Margaret and Lancaster could also entice me back to taking that stretch on in),daily commute to the office-it's an over-paved road that's ripe for reallocating some of its extra space to become a Complete Street-Creating Nvell-defined.spaces for moving vehicles,bikes,and parked vehicles will help to calm speeds and improve the character of the street-Significantly,it could also connect vdth existing bike lanes on Margaret,extending the connected netNvork to more residents,and provide a link to future bike lanes(proposed under the Regional Active Transportation Master Plan)on Lancaster to the Bridgeport Community-I realize that some residents along that street have concerns about parking,but my observations are in lini the loiv numbers of parked cars counted by staff.
