SUBJECT: On-street Parking Regulations — East Avenue
RECOMMENDATIONS:
That parking be permitted for a maximum period of three consecutive hours
between 10:00 p.m. and 6:00 p.m. and for a maximum period of one hour between
6:00 p.m. and 10:00 p.m. on the south-west side of East Avenue from Borden
Avenue North to Weber Street East; and,
That the City-wide winter overnight parking prohibition (2:30 a.m. — 6:00 a.m.,
December 1 — March 31) remain in effect; and further,
That the Uniform Traffic Bylaw be amended accordingly
BACKGROUND:
East Avenue is a major collector roadway retaining mostly residential development on
both sides of the right-of-way with the Kitchener Memorial Auditorium toward the south-
east end of East Avenue. In response to a resident request, on-street parking
regulations have been reviewed.
REPORT:
Currently on-street parking is prohibited on the north-east side of East Avenue between
Borden Avenue North and Weber Street East and permitted on Sundays for a maximum
period of three consecutive hours on the south side of East Avenue between Borden
Avenue North and Weber Street East as outlined in the City of Kitchener Uniform Traffic
By-law No. 2007-138.
Transportation Services has received a request to review the existing parking
regulations on East Avenue, specific to introducing permissive parking in this area.

Citizens in the immediate area were surveyed on the following proposed parking
regulation change in April 2015. The results of the survey are as follows:
11 responses in favour of PROPOSAL A: Allow on-street parking for a maximum
period of three consecutive hours
between 10:00 p.m. and 6:00 p.m. and
for a maximum period of one hour
between 6:00 p.m. and 10:00 p.m. on
the south-west side of East Avenue
from Borden Avenue North to Weber
Street East. (No overnight parking
December 1 — March 31 to remain in
effect.)
3 responses in favour of PROPOSAL B: Leave existing on-street parking as is.
14 responses received in total (out of 23 — 61% responded)
As a result of this survey, Transportation Services is recommending that parking be
permitted for a maximum period of three consecutive hours between 10:00 p.m. and
6:00 p.m. and for a maximum period of one hour between 6:00 p.m. and 10:00 p.m. on
the south-west side of East Avenue from Borden Avenue North to Weber Street East.
(No overnight parking December 1 — March 31 to remain in effect.)
This revision will provide local residents with available short term, on-street parking,
while maintaining an effective time limit parking control during the Kitchener Memorial
Auditorium evening events.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners,
including all orders of government, to create a culture of safety in our community." By
working with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $1,500 and will be
charged to the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM — This report has been posted to the City's website with the agenda in
advance of the council / committee meeting.
CONSULT — Residents in the immediate area of the proposal have been surveyed
regarding the proposed parking regulation change.
