SUBJECT: On-street Parking Regulations — Commonwealth Crescent
RECOMMENDATION:
That stopping be prohibited from 8:00 a.m. to 4:30 p.m., Monday to Friday,
September 1 to June 30, on the east (odd-numbered) side of Commonwealth
Crescent from the east intersection with Commonwealth Street to the east
intersection with Isabella Street; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Transportation Services has received a request to review the existing on-street parking
regulations on Commonwealth Crescent. The concerns cited were related to the
presence of pedestrians on Commonwealth Crescent and the potential conflicts with
vehicles. Furthermore, it was cited that it is difficult to enter and exit private driveways
due to the combination of on-street parking and pedestrians accessing Williamsburg
Public School.
REPORT:
Currently, on-street parking is permitted on both sides of Commonwealth Crescent from
the east intersection with Commonwealth Street to the east intersection with Isabella
Street for a maximum period of three (3) consecutive hours, as outlined in the City of
Kitchener Uniform Traffic By-law No. 2007-138.

In order to address this request, Transportation Services surveyed citizens regarding a
proposal to prohibit stopping from 8:00 a.m. - 4:30 p.m., Monday to Friday, September 1
to June 30, on the east (odd-numbered) side of Commonwealth Crescent from the east
intersection with Commonwealth Street to the east intersection with Isabella Street. The
survey results are as follows:
In favour of prohibiting stopping from 8:00 a.m. - 4:30 p.m., Monday to Friday,
September 1 to June 30, on the east (odd-numbered) side of Commonwealth Crescent
from the east intersection with Commonwealth Street to the east intersection with
Isabella Street: 20 (83.3%)
In favour of leaving the current regulation as is: 4 (16.7%)
TOTAL 24 out of 45 - (53.3% responded)
As indicated above, 20 out of 24 respondents, or 83.3%, are in favour of prohibiting
stopping from 8:00 a.m. - 4:30 p.m., Monday to Friday, September 1 to June 30 on the
east (odd-numbered) side of Commonwealth Crescent from the east intersection with
Commonwealth Street to the east intersection with Isabella Street.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners,
including all orders of government, to create a culture of safety in our community." By
working with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $800 and will be taken
from the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM — This report has been posted to the City's website with the agenda in
advance of the council / committee meeting.
CONSULT - Residents were surveyed regarding this proposed parking prohibition
through a mail out sent in February 2015.
