SUBJECT: Upper Canada Drive—Speed Hump Revision
RECOMMENDATION:
That the existing seasonal (spring/summer/fall) rubberized speed hump in the area of 25
Upper Canada Drive be replaced with a permanent, year-round asphalt speed hump.
BACKGROUND:
Report INS-11-035, Upper Canada Drive Traffic Calming, was approved by Committee and
Council in April, 2011. Upon completion of the traffic calming review which incorporated public
input throughout the review, this report recommended the implementation of the following traffic
calming measures:
• Extended "No Stopping 8:00 am to 4:30 pm, Monday to Friday" regulation
• Raised crosswalk in front of Pioneer Park Public School (near 60 Upper Canada Drive)
• One permanent speed hump near 76 Upper Canada Drive
• One temporary seasonal (spring/summer/fall) speed hump near 25 Upper Canada Drive.
All measures are currently in place. However, since the implementation of the temporary
seasonal speed hump near 25 Upper Canada Drive in early 2014 and its removal in late 2014,
the Operations Division has identified a concern with the condition of the roadway resulting from
the annual installation and removal of this rubberized speed hump.
This report serves to address this concern.

REPORT:
The temporary, seasonal (spring/summer/fall) speed hump near 25 Upper Canada Drive was
approved instead of a permanent asphalt speed hump due to concerns raised by area citizens
regarding negotiating the speed hump on a roadway grade in this area.
This seasonal speed hump was installed in spring of 2014 and removed in fall of 2014. Since its
removal, the Operations Division has raised a concern regarding this hump and its impact on
the quality of the roadway. Concerns raised by Operations include the significant number of
holes (500+) that are drilled into the asphalt roadway surface. New holes must be drilled each
year to properly affix the rubberized, seasonal speed hump. Extensive labour is required to
install and remove the seasonal hump, resulting in an approximate $4,000 annual cost to
maintain this hump. This results in a poor roadway surface that would require additional
maintenance and encourage early deterioration.
At the same time, the City of Kitchener has installed permanent, asphalt speed humps that exist
on grades that are in excess of the 3.0% grade on Upper Canada Drive in the area of this
seasonal speed hump. Examples include:
Morgan Avenue— roadway slope of 4.9%
Greenbrook Drive— roadway slope of 4.5%
Carwood Ave— roadway slope of 4.4%
The permanent speed humps have been in place on Morgan Avenue, Greenbrook Drive and
Carwood Avenue for a few years without issues related to vehicle loss of control. A collision
analysis indicates that a total of one (1) vehicle collision has occurred at these three locations
over the past three (3) years. This collision, a minor rear-end type, was not related to poor
winter road conditions in the area of the hump.
As a result, the residents of Upper Canada Drive between Doon Village Road and Farrier Drive
were surveyed regarding a proposal to revise this seasonal, rubberized speed hump to a
permanent, asphalt speed hump.
There were a total of 85 surveys sent out to citizens that abut or are adjacent to the section of
Upper Canada Drive between Doon Village Road and Farrier Drive. The results of this survey
are as follows:
In favour of revising the seasonal speed hump to permanent: 12 (63.2%)
Opposed to revising the seasonal speed hump to permanent: 5 (26.3%)
No preference: 2 (10.5%)
Total 19 responded out of 85(22.3%)
Based on the majority results of this survey, as well as evidence that speed humps on roadway
grades are not causing a concern during winter conditions, it is recommended that the seasonal
speed hump in the area of 25 Upper Canada Drive be converted to a permanent speed hump.
As stated previously, this conversion will reduce damage to the asphalt roadway surface and
reduce overall Operations labour costs.

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners, including
all orders of government, to create a culture of safety in our community." By working with the
neighbourhood, traffic volumes, speeds and heavy truck route concerns have been addressed.
FINANCIAL IMPLICATIONS:
The annual cost, paid out of the capital traffic calming budget account, to remove and install the
seasonal speed hump is approximately $4,000 per year. Replacement of this hump with a
permanent asphalt hump incurs a one-time cost of approximately $5,000. This results in a
savings of approximately $4,000 per year.
COMMUNITY ENGAGEMENT:
INFORM — This report has been posted to the City's website with the agenda in advance of the
council / committee meeting.
CONSULT - Residents of Upper Canada Drive were surveyed regarding this proposal to revise
the existing seasonal speed hump to a permanent speed hump, with a majority of respondents
supporting the proposal.
