JUNE 1, 2015 CITY OF KITCHENER
A special meeting of City Council was held at 4:00 p.m. this date, chaired by Mayor B. Vrbanovic with
all members present.
Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant
to Chapter 25 (Council Procedure) of the Municipal Code.
1. CANADA 150 COMMUNITY INFRASTRUCTURE PROGRAM (CIP 150)
Council considered Finance and Corporate Services Department report FCS -15 -090 (D. Fagerdahl),
dated May 28, 2015, regarding the Canada 150 Community Infrastructure Program (CIP 150)
application follow -up, which is intended to provide funding in support of the rehabilitation, renovation
and expansion of public infrastructure in celebration of Canada's 150th anniversary.
Ms. D. Fagerdahl, Manager of Financial Planning, reviewed the report advising that following the
special Council meeting of May 25, 2015, sequencing for prioritization of the projects previously
approved in principle is now required, as is consideration of additional projects for inclusion in the
application. She noted there is an additional request to authorize the Deputy CAO, Infrastructure
Services, to sign a Landlord Authorization form for application submissions made by The Museum.
A motion was brought forward by Councillor K. Galloway - Sealock to approve the inclusion of City Hall
Outdoor Space Rehabilitation, Kiwanis Park Pool Rehabilitation and Wi -Fi and Public Internet Access
Expansion as prioritized in the recommendation of May 25, 2015; with the addition of City -Wide Park
Improvements (Huron Natural Area and McLennan Park).
Councillor J. Gazzola brought forward an amendment to recommend the City's share of the funding
for an approved CIP 150 project be provided through the postponement / reprioritizing of a specific
project currently in the 2015 -2024 Capital Forecast; thereby, reducing the priority of such project.
Councillor Y. Fernandes brought forward a further amendment to reprioritize the sequencing of the
projects by moving City -Wide Park Improvements to number 1 and City Hall Outdoor Space
Rehabilitation to number 4.
Councillor Gazzola's amendment was then voted on and was LOST on a recorded vote with
Councillors J. Gazzola, Y. Fernandes, and Z. Janecki voting in favour; and, Mayor B. Vrbanovic and
Councillors S. Marsh, D. Schnider, S. Davey, K. Galloway - Sealock, F. Etherington, B. loannidis and
P. Singh voting in opposition.
Councillor Fernandes amendment was then voted on and was Carried on a recorded vote with
Councillors Y. Fernandes, J. Gazzola, S. Marsh, K. Galloway - Sealock, P. Singh and Z. Janecki voting
in favour; and, Mayor B. Vrbanovic and Councillors D. Schnider, S. Davey, F. Etherington and B.
loannidis voting in opposition.

"That the following project applications be approved to be submitted in priority sequence for
consideration under the Canada 150 Community Infrastructure Program (CIP 150):
1. City -Wide Park Improvements (Huron Natural Area & McLennan Park);
2. Kiwanis Park Pool Rehabilitation;
3. Wi -Fi and Public Internet Access Expansion; and,
4. City Hall Outdoor Space Rehabilitation."
