The Planning and Strategic Initiatives Committee met this date, commencing at 6:57 p.m.

FCS-15-087 - ENVIRONMENTAL COMMITTEE WORK PLAN (2015/2016)

The Committee considered Finance and Corporate Services Department report CSD-15-087,
dated May 25, 2015 recommending approval of the Environmental Committee Work Plan
(2015/2016).
On motion by Councillor S. Davey -
it was resolved:
“That the Environmental Committee Work Plan (2015/2016), as outlined in Finance and
Corporate Services Department report FCS-15-087, be approved.”
Councillor P. Singh read aloud the following statement:
“This is a formal public meeting to consider applications under the Planning Act. If a person or
public body does not make oral or written submissions to the City of Kitchener before the
proposed applications are considered, the person or public body may not be entitled to appeal
the decision to the Ontario Municipal Board and may not be added as a party to a hearing of
an appeal before the Ontario Municipal Board.”

- ZONE CHANGE APPLICATION - ZC13/13/N/KA
- 508 NEW DUNDEE ROAD, C. ORMSTON
The Committee considered Community Services Department report CSD-15-050, dated May
19, 2015 recommending approval of a Draft Plan of Subdivision and a Zone Change to allow
508 New Dundee Road to be developed into a residential subdivision.
Mr. G. Stevenson presented the report, advising the staff recommendation contains a clause
regarding proposed amendments to the Doon South Community Plan, which are not required.
Accordingly, he requested that the final clause of the recommendation contained in the staff
report not be considered.
Mr. Paul Britton, MHBC Planning Inc., circulated an information package to the Committee,
dated June 11, 2015, and gave a presentation in support of the draft Plan of Subdivision as
well as the requested Zone Change application. He thanked staff for their assistance with this
matter, noting the applicant is in support of removing the clause related to amending the Doon
South Community Plan.
On motion by Mayor B. Vrbanovic -
it was resolved:
“That the City of Kitchener, pursuant to Section 51 (31) of the Planning Act R.S.O. 1990,
Chapter P 13 as amended, and delegation by-law 2002-64, grant draft approval to Plan
of Subdivision Application 30T-13203 in the City of Kitchener, for C. Ormston, subject to
the conditions attached to Community Services Department report CSD-15-050 as
Appendix ‘A’; and,

That the Zone Change Application ZC 13/13/N/KA for C. Ormston for the purpose of
changing the zoning from Agricultural Zone (A-1) to Residential One Zone (R-1),
Residential Four Zone (R-4), Residential Six Zone (R-6), Neighbourhood Institutional
Zone (I-1), Public Park Zone (P-1), Open Space Zone (P-2), and Hazard Land Zone (P-
3) with site specific special provisions be approved in the form shown in the “Proposed
By-law” dated May 14, 2015 attached to Report CSD-15-050, as Appendix ‘B’; and
further,
That the proposed Neighbourhood Park be named the Ian C. Ormston Park.”
