(including contingencies of $3,346.) plus H.S.T. of $7,686.12, for a total of $66,810.12, based on a satisfactory contract being negotiated and an upset fee being established. BACKGROUND: The City of Kitchener is preparing the PARTS Central Plan. The intent of the plan is to determine the most appropriate land uses, streetscapes and infrastructure requirements including a plan for transportation which will address pedestrian, bicycle, transit and road issues as well as traffic in general, within about a 10-minute walk of the ION rapid transit station stops. The City requires the services of a consultant to complete a preliminary noise impact analysis and a transportation assessment analysis to assist in evaluating a preferred scenario/alternative for land use and infrastructure requirements and recommended PARTS Central Plan. A consultant is required to undertake modelling for both the transportation and noise analysis. City staff currently do not have the technical capability and capacity to perform this type of analysis. In the fall of 2014, the City retained a consultant to provide Community Consultation Facilitation services for the project and it is anticipated that the City will be seeking additional expertise later this year to complete Streetscape Master Plans for two to three rights-of-way within in the Central Stations Study Area. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 1.iii. - 1 REPORT: In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant’s Review Committee was established consisting of T. Malone-Wright, Senior Planner, J. Readman, Director Transportation Services, B. Sloan, Manager Long Range and Policy Plan and L. Stecho, Supervisor of Purchasing. Expressions of interest were advertised publicly on the City of Kitchener website and on the internet through the Ontario Public Buyers Association Electronic Tendering Information System relative to this project. Documents were downloaded by twenty-nine (29) interested parties and by the closing date of Wednesday May 20, 2015, five (5) responses had been received. The review committee met on Wednesday May 27, 2015 to review the submissions and a shortlist of three (3) candidates was selected for further interviews. The Committee met on Monday June 8, 2015 to interview the shortlisted candidates. The Committee is recommending award of the project to Dillon Consulting Limited, Kitchener, Ontario which was the highest scoring proposal. Funding for this project is included within the approved budget. The estimated surplus (D) will remain in the account to address any outstanding costs associated with this project including the preparation of the streetscape masterplans.
