SUBJECT: T15-050 Sportsworld Arena: Change Room Ventilation

RECOMMENDATION:
That Tender T15-050 Sportsworld Arena: Change Room Ventilation be awarded to
Velocity Mechanical, Kitchener, Ontario, at their tendered price of $233,000., plus H.S.T.
of $30,290., for a total of $263,290.
BACKGROUND:
The Sportsworld Arena was built by a private company in 2004. Since the purchase of
Sportsworld Arena, in 2009, the City has been experiencing issues with humidity,
condensation, and poor ventilation in the change rooms at the Arena. The existing
HVAC units A1 and A2 do not provide adequate fresh air, heat recovery, exhaust, and
dehumidification for those rooms.
The original design was for ice to be installed at the arena in the winter months only and
the HVAC system was designed for those climatic conditions. However, due to
community demand for ice time, Sportsworld Arena is operated in the spring, summer
and fall months, in alternate years with Activa Sportsplex. This increases humidity and
the ventilation and cooling load and causes problems with condensation and reduces
indoor air quality.
The new units are designed and sized to handle the increased humidity and ventilation
and cooling load; will reduce condensation; improve indoor air quality; and improve the
overall comfort of the arena patrons.
REPORT:
Tenders were advertised publicly on the City of Kitchener website and the Internet through the
Ontario Public Buyers Electronic Tendering Information System. Documents were downloaded

by seventeen (17) interested parties, and by the closing date of Thursday June 11, 2015, two
(2) tenders had been received.
The following tenders were received:

Nelco Mechanical Kitchener ON $314,027.00
The tenders were reviewed by P. Christner, Building Operator, who concurs with the above
recommendation.

FINANCIAL IMPLICATIONS:
The net cost for this tender (A), is fair and reasonable for a project of this scope, but the upset
limit exceeds the budget allowance (B) provided within the budget. The estimated deficit (D)
will be funded from the Sportsworld Maintenance capital account.
