HomeMy WebLinkAboutINS-15-059 - On-Street Parking Regulations - Woodfield Crt Staff Report I T t r R infrastructure 5e,rvrr�s t��+�parfinent www:kitchener ca REPORT TO: Community and Infrastructure Services Committee DATE OF MEETING: August 10, 2015 SUBMITTED BY: Justin Readman, Director of Transportation Services (519-741-2200 ext. 7038) PREPARED BY: Ronald Schirm, Supervisor of Crossing Guards (519-741-2200 ext. 7232) WARD(S) INVOLVED: Ward 4 DATE OF REPORT: July 15, 2015 REPORT NO.: INS-15-059 SUBJECT: ON-STREET PARKING REGULATIONS—WOODFIELD COURT RECOMMENDATION: That stopping be prohibited at any time on both sides of Woodfield Court from Woodfield Street to a point 15 metres west thereof; That stopping be prohibited 8:00 a.m. — 9:30 a.m., 2:30 p.m. — 4:30 p.m. Monday — Friday, September 1 to June 30 on the south side Woodfield Court from a point 15 metres west of Woodfield Street to a point 105 metres west thereof; That stopping be prohibited on the traffic island on Woodfield Court; That stopping be prohibited on Woodfield Street from Woodfield Court to a point 15 metres west thereof; That stopping be prohibited on Woodfield Street from Woodfield Court to a point 15 metres east thereof; and further That the Uniform Traffic By-law be amended accordingly. BACKGROUND: Transportation Services received a request to review parking and stopping regulations on Woodfield Court from local citizens. The request came as a result of the impact of parked vehicles in the traffic island portion of the Court by parents and caregivers accessing JW Gerth Public School on Apple Ridge Drive at bell times. The walkway access from Woodfield Court to the school property increases convenience for motorists 4 - 1 to drop off students. The presence of the vehicles parked adjacent to the traffic island as well as on both sides of Woodfield Court creates access issues for local residents and emergency services. REPORT: No parking anytime signs were installed within the traffic island of the Court in accordance with the General Provisions of the Uniform Traffic By-law. Following the installation of the no parking signs Transportation Services received comments from local residents that the installed signage have been ineffective in addressing the school related parking issues and cause issues for residents accessing properties in their vehicles. Residents indicated concerns with emergency vehicle access on the Court when there is parking on both sides. The roadway is approximately 8.5 metres wide in the section without the traffic island and 7.5 metres wide where the centre island is situated. The issue is particularly acute in the winter months when functional road widths are narrower due to snow storage. Transportation Services is recommending the implementation of No stopping anytime signs and no stopping 8:00 a.m. — 9:30 a.m. and 2:30 p.m. — 4:30 pm Monday to Friday September 1 to June 30 as per the recommendations in order deter school related parking and stopping. No stopping signs are the most effective regulation in dealing with this issue. This will provide an effective regulation for any potential changes to the school day schedule at JW Gerth School and minimize the impact on local residents. Lastly, at the residents request, and to make parking regulations more uniform in the area, it is recommended that existing no parking anytime signs, installed as per the General Provisions of the Uniform Traffic By-law, be replaced with no stopping anytime signs on Woodfield Street within 15 metres both sides of Woodfield Court. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life; "Work with partners, including all orders of government, to create a culture of safety in our community." By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for the sign replacement and installation is $1000 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM — This report has been posted to the City's website with the agenda in advance of the council / committee meeting. 4 - 2 CONSULT - Residents were informed of the proposed changes in an information letter sent to each affected resident on July 7, 2015 with the option to provide feedback.
