BACKGROUND: Transportation Services has received a request to review the existing on-street parking regulations on Dunbar Road. The concerns cited were related to the inability of traffic to operate in two directions with cars parked on both sides of the street. Furthermore, it was cited that it is difficult to enter and exit private dwellings due to the combination of on-street parking and pedestrians accessing Westmount Public School. REPORT: Currently, on-street parking is permitted on the both sides of Dunbar Road from Claremont Avenue to Glasgow Street for a maximum period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. In order to address this request, Transportation Services surveyed the area, and found that in addition to two-way operations being prevented by parked vehicles, there was insufficient visibility for vehicles entering from Claremont Avenue and Glasgow Street at the same time to see each other, requiring vehicles to reverse off of Dunbar Road and into their respective intersection. This presented a particularly serious safety concern in ***This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 6 - 1 the case of the intersection of Glasgow Street and Dunbar Road as Glasgow Street is a secondary arterial roadway and thus carries considerable volumes. Affected residents were notified of this proposal. Two residents contacted Transportation Staff with concerns about the `no stopping' restriction and were satisfied that the conditions warranted the proposed measure. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. "Work with partners, including all orders of government, to create a culture of safety in our community." By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for sign installations for the roadway is $1500 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM — This report has been posted to the City's website with the agenda in advance of the council / committee meeting. CONSULT - Residents were notified regarding this proposed parking prohibition through a mail out sent in May 2015.
