SUBJECT: On-street Parking Regulations — Highview Drive and Yellow
Birch Drive
RECOMMENDATIONS:
That parking be prohibited at any time on the north side of Highview Drive from a
point 184 metres west of Driftwood Drive to a point 34 metres west thereof;
That parking be prohibited at any time on the south side of Highview Drive from
the east leg of Hickory Hollow Crescent to a point 54 metres east thereof;
That parking be prohibited at any time on the north side of Highview Drive from
Havenwood Court to a point 32 metres west thereof;
That parking be prohibited at any time on the south side of Highview Drive from
Golden Meadow Drive to a point 39 metres west thereof;
That parking be prohibited at any time on the north side of Yellow Birch Drive
from Cedar Crest Street to a point 131 metres east thereof;
That parking be prohibited at any time on the south side of Yellow Birch Drive
from a point 148 metres west of Driftwood Drive to a point 36 metres west thereof;
That parking be prohibited at any time on the north side of Yellow Birch Drive
from 38 metres east of Golden Meadow Drive to a point 11 metres east of the west
leg of Hoddle Crescent;

That parking be prohibited at any time on the south side of Yellow Birch Drive
from a point 87 metres west of the west leg of Fran Ellen Crescent to Hoddle
Crescent; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
A formal traffic calming review for Highview Drive and Yellow Birch Drive was executed
in 2012 and 2013. Through significant resident outreach, a final traffic calming plan was
approved through report INS-13-063. Included in the approved plan was the provision of
a total of four (4) speed cushions, two (2) on Highview Drive and two (2) on Yellow Birch
Drive. It was determined during installation that there is insufficient width for vehicles to
navigate the cushions with vehicles parked beside or near the cushions.
REPORT:
Currently on-street parking is permitted on both sides of on Highview Drive and Yellow
Birch Drive between Ira Needles Boulevard and Driftwood Drive for a maximum period
of three (3) consecutive hours as outlined in the City of Kitchener Uniform Traffic By-law
No. 2007-138.
In order to maintain safe operations through these speed cushions, on-street parking
should be prohibited on both sides of the roadway in the area of the cushions.
Residents in the areas of the cushions have been mailed letters advising of the required
`No Parking' regulations near the speed cushions.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. "Work with partners,
including all orders of government, to create a culture of safety in our community." By
working with the neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The cost for the signs to identify the areas for prohibited parking is approximately $1500
and will be taken from the traffic calming capital budget. Signs were installed proactively
along with the traffic calming improvements as a safety measure. As such, no further
costs are anticipated.
COMMUNITY ENGAGEMENT:
INFORM — This report has been posted to the City's website with the agenda in
advance of the council / committee meeting. Residents have been notified of the
parking prohibitions through a letter.

CONSULT - Residents were consulted throughout the traffic calming process regarding
the measures to be installed. Most recently, the final survey was taken in February
2013. Measures were installed in October 2014.
Further, residents who contacted staff as a result of the notification letter were met on-
site at their respective speed cushions.
