BACKGROUND: The first phase of the multi-year parking garage rehabilitation program was undertaken in 2005 to install a new external post-tensioning system. In addition to new slab post- tensioning, localized concrete repairs, helical ramp repairs, exterior painting and installation of new waterproofing systems were included in the program ending 2013. The Duke & Ontario Parking Garage is generally in good condition but is experiencing both age-related and premature deterioration in the form of waterproofing failure and concrete delaminations in isolated locations throughout the garage warranting the need for localized repairs and maintenance. Additional localized repairs were identified in 2014 including concrete, waterproofing, repairs to the drainage system, replacement of expansion joint gland seals and aesthetics such as repainting of the helical ramp steel railings, various paint touch-ups, replacing missing door hardware and installation of galvanized fencing on levels P5 and P6. In October 2014, Council awarded tender T14-090 Localized Parking Garage Repairs to Mass Contracting Ltd. at their tendered price of $151,970.00 plus H.S.T. for a total of $171,726.10 ***This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 2 - 1 REPORT: Repairs to the Duke & Ontario parking garage began in the fall of 2014. Some painting and drainage work was not completed before winter, therefore the City and Mass Contracting Ltd. agreed to postpone this work until spring 2015. During the course of the above tendered work, two new items were discovered that were not part of the original scope of work but will required attention and repair. These are: 1. Water ponding was reported in the fall of 2014 on level P2 adjacent to The Museum's entry door. Water ponding is a slip and fall hazard for patrons of both the parking garage and The Museum, especially during the winter months when it can freeze. Drain installation is the appropriate corrective action to resolve this hazard. 2. An additional expansion joint gland seal was discovered to be damaged on level P6. A new expansion joint is necessary to protect the helical ramp from water and salt damage. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Strategic Direction: Ensure responsible use of public funds within a supportive policy framework. The City of Kitchener's purchasing policies and practices ensure openness, fairness and transparency in the procurement of goods and services. FINANCIAL IMPLICATIONS: The budget for this additional expense is provided for within the Parking Enterprise's capital budget. The cost required to complete the additional scope of work has been quoted at $39,700 + HST, or an increase of approximately 26%.
